Tile unanimous testimony of his associates is that there was no More valuable officer in the College. With the students he was deservedly popular. There was a Petular interest clustering about his history hat made him attractive to Young people. A Soldier from boyhood he had fought Many Battles on the Plains of India and he talked instruct ively and feelingly j and often lectured on that far off country. In the War of the rebellion he was successively promoted for valorous deeds from the rank and file to the highest tier of honors conferred in military Circle i. He was in the highest sense a hero and a Patriot for there Are those who do not hesitate to say that at one supremely dangerous juncture in the course of the rebellion Gen. James l. Geddes by his heroic and chivalrous hearing saved the Union army from being entirely Cut off. The military department of tile agricultural College were justly proud of the grand old hero of Shiloh and Spanish fort As their in-1 struck it a in military tactics. And his we Hole record As a professor in the col lege is of like character. And now in answer to the inquiry which every one of our readers will i make As to Why he was removed we regret to say that we do not know. It j could not have been on the ground of incompetence nor because he had grown unpopular with the faculty and students. Gen. Geddes is to Day esteemed As highly by the faculty and students As any officer in connection with the institution. No reasons were assigned and when we come to canvass about to see what fair and honest reason might be assigned we confess that we Are completely out at sea. And that suggests some grave matters in connection with the management of this great and prosperous school in our midst to which we May recur by and by in which As citizens we Are vitally interested. As a Community we Are in a sense Jimart j ners Iii that concern and not silent partners either. Anything done that would disastrously effect the pros Verity of that College would so far be a detriment to the interests of higher education in the state but must most sensitively touch the Busi Ness interests of our Community and our duty As censor is perfectly Plain. The Davenport an is defensible at. Dis Moine Regia tor. The Amis intelligencer expressing the feeling of people nearest the agricultural College declares that the removal is regard there Asa great mistake and one that will be an injury to the College. It will lie so regarded throughout the state. Let it be remembered that Gen. Geddes is a thoroughly experienced and capable Man Ali has Long served the College to perfect satisfaction. Ile is a gentleman of High character a thorough and experienced instructor and universally pop Jular among the students. But he is even More than us. Ile is a Man who has served his country As gallantly in War As he has faithfully in peace. One of the editors and proprietors of the Register was under his command during one of the campaigns of the late War. Aud has a vivid memory of the patriotic bravery and service of Gen. James l. Geddes. And is proud to repeat the recollection now. Gen. Geddes is one of the Gallant men who fell badly wounded at Shiloh bag into the hands of the enemy he spent nine months in the hell of rebel prisons and the close of the War found Lim disabled from Active manual labor. That disability continues to this Day although it in no Wise incapacitated him for his duties at the College. He has always refused a pension holding that when the state gave him a position whereby he could earn a livelihood be would ask nothing More. We ask our readers in we ask old comrades of toils and dangers in particular to recall now one instance of Lien. Geddes service to his country. It was commencement exercises of the Iowa agricultural College As compared with the commercial political and social position of the state the roads of Iowa Are universally inferior. Not that they must remain inferior for such is not the Case. The direct cause of this inferiority is found in their being As yet in their primitive condition. Their faults Are those of direction of slope of surface and of general deficiency in All the attributes of a Good Road. Some of these defects Are the unavoidable results of a deficiency of capital and labor in anew country but most of them arise from an ignorance either of the True principles of or of the advantages. Of putting these principles into practice. This inferiority May therefore he removed by a More general and at the same time More thorough knowledge of the requirements of a Good Road and the Means of obtaining these requirements. But roads belong to that unappreciated class of blessings of which the value and importance is not fully Felt because of the very greatness of their advantages which Are so manifold and As to have limited their universality Only by the extent of civilization Aud As to leave their origin forgotten. There Are few departments of practical mechanics in which every individual at some period or other of his life is More immediately interested than in the management of roads and pavements. For one element in the Cost of every production is its transportation either As a raw material or As a finished product. Among the most remarkable consequences of the improvement of roads is the rapidly increasing proportion in which their benefits radiate and extend in every direction. For if the improvement were two fold the same expenditure would make a transportation Over twice the distance and Over four times the former area if the improvement were three fold Over three times the fumes distance and Over nine times the former area. The direct object of roads is a rapid Safe and economic transportation. They should therefore be so located and constructed As to enable All kinds of goods to be transported from one place to another with the least possible expense. To attain these important ends a Road should fulfil certain conditions which tile nature of the country Over which it passes and other circumstances May Render it impossible to unite and reconcile in one combination but to the Union of which we should Endeavor to approximate As nearly As possible. As to their direction every Road other tilings being equal should he perfectly straight so that its length and therefore the time and labor expended in travelling upon it should he the least possible. Any necessary increase of length causes a three fold waste in the interest of capital expended in making that unnecessary portion in the Ever recurring expense of repairing it and in the time and labor employed in travelling Over it. The two requirements of having a Road level and at the same time straight will often conflict. In such cases straightness should generally be sacrificed for purpose of Mak this is one universally in the hands of ignorant and incompetent persons. This should not be for the roads which Are so important an element of the wealth Aud Comfort of the whole Community should not he left to the mercy or ignorance of the indolent and false Economy of the various districts through which the Road passes. Again in the present system there is the defect of the annual election of supervisors. When men of suitable ability knowledge and experience have been obtained they should be continued in the position. As soon As a supervisor has Learned something by his year s apprenticeship his experience is kist and another begins in his turn to take lessons in . In other occupations skill and ability Are tilings of value White in that of Road supervision the moment the party is chosen he is thought fit to direct a work requiring much science and practical ability. And to do this regardless of the waste lie is making of the capital time and labor of the people further the fundamental Pri Seiti of the Road tax is a false one. In other matters the payments of rents in kind has Long since been found to be less easy and equitable than Money rents. Men lure now taken from their particular occupation Iii which they Are skillful and transferred to one concerning which they know nothing. A Good Farmer does not necessarily consider himself a Good Mechanic. He knows Attiat it is truer Economy for him to pay one for his services. But the Laws assume every Man to he a skilful Roaden Aker and compel him to act As one. Children youth and tile aged will be so charmed with this marvelous easy method of unfolding tile mysteries of the musical world As to exclaim Quot blessed in the Man who invented this new Mode of inst action in did the work himself instead of employ j a it Art of music new method is ing a Mechanic would Avreet Only him a designed to self his blunders As a Road Piaker would injure the whole Community. Skill is Only acquired by practice and successful experience. A Artisan cannot be Etem Porizek. Labor by the Day is always less profitable than by the piece when each Man s skill and Industry secure proportional rewards. Working on the roads is made a half Holiday by those who assemble at the Call of the supervisor. Few men or horses do More than a half Day n work the remainder timing Given Over to idleness. While half tile actual work is wasted by misdirection. These evils impel us to the conclusion that the personal labor system is a curse to our highways. Here Are Over $2,000,000 of expended every year without any definite plan system or adequate supervision. Search our state Over and you cannot find its equal for j reckless expenditure. To avoid these evils the general supervision of the expenditure of county should be placed in the hands of a competent count Engineer. The details of the work should be Given to competent persons under the Engineer s supervision who should devote the whole of tile working season to tile improvement Ami repair of the roads. Tills would give a concert of action labourers who were acquainted with the work they were expected to perform Ami the Genera supervision would he in More competent hands. I am persuaded that under a judicious expenditure one half tile amount now expended upon our roads would give us better returns. Noticing contributes More to the convenience of the people and the general reputation of the estate than a Good and Well regulated system of Public highways. Roads from material advancement of a nation being essential to the development of tile natural resources of a country. Go to whatever nation you wish. Whether to ancient Egypt Greece Bonn or to modern England Prussia France or Holland and you find that Hie development of the country corresponds with the facilities for internal communications. Thus the Road of a country Are an exact and certain test of the degree of civilization to which a people Nave attained. Their construction is one of the first indications that a people have emerged from barbarism and their improvement an Index of the Progress of a nation in numbers wealth science and Industry. They Are the veins and arteries of tile body politic through which flow the agricultural productions and commercial supplies which Are tile life blood of the state. They Are the Means by which tile extremities of the system Are supplied with materials essential i their life health and vigor and w without a bounteous Supply of which they must die. On the improvement of our roads then depends Iii a great degree the Progress of our state. May the time be not far Distant Wien our roads under a More efficient management will take a amuse the million and at the same time teach the elements of music. It does it to perfection.
