Page 4 Altoona Mirror tuesday March 23, 1982 information system proves a accountants singing toll free irs tax assistance line blues by Tom Gibb staff writer All right music arrangers. It s time for the a toll free tax assistance line in the foreground we hear the sounds of telephones dealing Busy signals sounding and recorded voices asking that we a please in the background is the sound of an internal Revenue service spokesman promising that things Are getting better countered by the loud a Harrr Rump huhs Quot of disgruntled accountants and unconvinced taxpayers. You won t catch this Little performance playing the Mishler anytime soon but you will find it playing a lot of other places around town at this time of year. It centers around the 10-digit toll free number a 800 242-0250 a that the folks at the irs put into operation a few years Back to handle tax questions that poured into local irs offices. The tax people say it s a Blessing but the accountants who Deal with it regularly say it s a big bottleneck. When it placed the new number in the phone Book the irs plucked out the local office numbers. That meant that unless befuddled taxpayers and tax preparers were going to actually visit local irs offices like the one at 1601 Lith ave., they would have to take their questions to the toll free number. The problem critics complained is that rousing someone via the toll free number is Only slightly less difficult than trying to get hold of Caesars ghost. A we May have had some difficulties in the past Quot concedes irs spokesman Bernadine Bonessa Quot difficulties Quot May be a Little too mild a term for local accountant Eugene j. Duncan a former irs agent who two years ago publicly took the revenues to task complaining that the toll free information system proved just too. Well. Taxing. Complained or. Duncan a a they be taken the service out of internal Revenue but things Are getting better spokesman Bonessa contended in a recent interview. The irs has increased its toll free services hours and staffing she said. That the irs spokesman added Means that Between 95 and 97 percent of the Calls that get through Are being answered before the callers give up and hang up. Quot but this year in be heard no complaints. I get very few complaints about our toll free Telephone system Quot is. Bonessa said. Not everyone Sas cheerful. A a sometimes you get through sometimes you done to Quot Greg Rhoades District manager for a amp a Block said. A we Seldom have to Call the irs but we have a difficult time getting through when we a a you re either on hold or you can t get through Quot says Hollidaysburg accountant David e. Moses. Quot i Haven to got time to sit and hold the phone for 20 the two years since his first Harangue have not cooled or. Duncan s ire for the irs. He said he s Given up calling irs All together. Other accountants and tax preparers say they be Given up on the toll free number too a if not for the wait then because of the Quality of tax advice they can get Over the phone especially when it comes to answering More exotic tax questions. Quot i done to rely much on the irs for any kind of answer. I done to put too much Reliance on them at All Quot local accountant Patrick Fiore a former irs agent said. A people there go through cram courses before they re put on the phones. Some of them May just give answers out so that they can get on to the next not so says is. Bonessa. The question takers get a six week initial course usually during the summer she said. Then comes an end of year refresher course. And the Veteran staffers get regular updates the irs spokesman explained. Quot basically we Tell them what their limits Are to make sure they done to answer questions beyond their limits Quot is. Bonessa said. For those who choose to take their questions to the toll free number there s a method to getting through is. Bonessa said. The worst time to Call is midday on monday. From there things ease up. The lines get a Little less Busy Day by Day bottoming out on Friday. A the Best time to Call is the first thing in the morning around 8 45 . Or towards closing around 4 45 pm.,&Quot the Revenue service spokesman advised new tax Laws bring new possibilities for mistakes in Loving memory of Clayton Mattern who passed away one year ago today March 23. So Many thing have happened since you were called away so Many thing to Hare with you had god left you stay we cannot bring the old Days Back your hand we cannot touch but we still have precious memories of the one we All loved so much we expect to meet you again we re told in that land where you never grow old. Sadly missed by wife Betty a children Donald Linda Allen a Ken grandchildren a great grandchildren. Money Money everywhere. By a want and. Let your share of in memorial by Tom Gibb staff writer new tax Laws bring with them new ways for unfamiliar taxpayers to make mistakes. And this year the nation s taxpayers seem to be Messing up most often when figuring dividend and interest exclusions and when totalling exemptions. According to internal Revenue service officials. In the Case of the dividend and interest exclusions taxpayers could unwittingly overpay and the irs might not catch the mistake Revenue service spokesman Bernadine Bonessa said. The dividend and interest exclusions allow single taxpayers to exclude $200 and married taxpayers $400 from the interest and dividend payments on which they pay tax. Until this year the tax allowed single taxpayers to slice away Only $100 and married taxpayers Only $200 from their taxable income. And what could be pared away was Only dividend income not interest. A a lot of people did no to have dividends a says is. Bonessa a and so they re not picking up on the interest exclusion taxpayers Are also fouling up this year in figuring their exemptions. Last year taxpayers simply went to the tax tables where everything was figured out for them. But this year they have to compute their own exemptions taking $1,000 times the number of exemptions. The computation is included on line la of the tax form 1040-a and line 33 of the form 1040. Quot if you make a mistake on that item the irs computer will catch it a is. Bonessa said. Rounding out the list of most commonly made mistakes Are the usual math errors failure by taxpayers to sign and Date their tax forms and failure to attach the necessary documents to the tax forms. Botching up a tax return in t rare. The irs estimates that a full to percent of the legions of taxpayers will make some sort of mistake this year. But the Federal tax service allows taxpayers to redeem themselves if they discover they be erred after dropping the completed return into a mail Slot. Amendments to an original tax return can be made on a form 1040-x and filed anytime within three years after the due Dale or two years from when the tax was paid whichever is later. If there s some Good news to be had around tax time ifs probably that average refunds Are a Little larger this year. Through mid february the refunds were averaging $679, up $50 from last year. A a it a probably the result of people taking advantage of the interest exclusion a Richard Catina local group manager for the irs said. By the time april 15 Rolls around and most of the due tax returns Are filed the average refund will probably dip. Taxpayers expecting big refunds tend to file first is. Bonessa said. Another big change in the tax system this year is seeing about a million More taxpayers eligible to use the so called Quot Short form a the form 1040-a. It used to be that taxpayers were forced to use the longer Standard 1040 if they made More than $400 in interest. That ceiling has been dropped and any taxpayers can use the 1040-a if he makes less than $50,000 a year. La Loving memory of Thomas a. Loudon who boxed away five year ago yesterday March 23, 1177. Please god hold your arms around him keep him in your Loving care make up to him All a suffered and everything that was unfair. To All of you who have someone dear. Cherish them with Loving care for you la never know the heartache till you find he in t there. No firm link has been established Between that shooting and an incident March 7 in which a Farmer was fired on while walking near his barn along route 869 in Summerhill township Cambria county. The Farmer was not hit by the gunfire which apparently came from a passing car. Township patrolman David Sanders said today he has talked to a number of nearby ii residents but has yet to get a break in the Case. Emmerson Arthur formerly of Altoona.
