Alton Evening Telegraph (Newspaper) - October 10, 1970, Alton, Illinois Shie Campus parking lots jammed More cars coming by dough Thompson Telegraph staff writer Edwardsville parking lots at Southern Illinois University at Edwardsville Are overflowing. Cars fill the paved and Gravelled areas and stretch out onto the Grassy areas around siuts Many lots. However says Siu business services director b. D. Hudgens the overcrowding is temporary a at least for the time being. A no one can possibly build parking lots Large enough for the first three or four weeks of school. Everybody is bringing his car at this time a he told the Telegraph this week. So far this year. 9,200 persons have registered their cars at Siu but Hudgens says Many students have not registered their cars yet. A a we la get a lot More Landolt asks for a Back pay of per $40 registrations after we crack Down on the cars without stickers a Hudgens said. A then realize they can to get away with not traffic and parking control is one of the main jobs of Security at Siu. Over parked cars those parked in the wrong lots and cars in no parking spaces provide frequent headaches. A four unpaid tickets and you get on the Tow list. When you re on the list Well Tow the car from any lot at any time of Day a Hudgens said. The present Tow list at Siu is several pages and it keeps growing. Some students with four unpaid tickets often Park legally Only to find their car missing when they get out of class. If they done to have the Tow fee the cards spare tire is held for Security until the Bill is paid. A a it a a system we get a lot of complaints about but its a system that we have to Hudgens said. Students faculty and visitors have to pay for the right to Park at Siu. Parking stickers Cost from $5 to $20 a year and visitors Park in either a pay lot or in a metered space. The University recently opened two new lots on Campus and Hudgens believes the new spaces will be enough to satisfy siuts parking needs for awhile. A we figured the number of spaces needed after the Board set the enrolment limit at Siu. Opening of the new lots gives us the space we need until the enrolment rises again a he said. Hudgens office on the third floor of the general office building overlooks most of the student parking lots. From his office he could see the cars stretched beyond the capacity of the lots. A after they get settled Down students will begin Riding with one another or maybe they wont be Able to use their family car after the first three weeks. Then Well have enough space at least for the time being a he added. Elect Quot Sam Quot Vadalabene state senator Sam a really cares Edwardsville Harold Landolt chairman of the Madison county Board of supervisors seeks $1,095 for unpaid per diem pay that reaches Back Over an eight year period the Telegraph Learned Friday. A look at records in the county auditors office reveals that Landolt put in a Bill for 28 county Board meetings at $15 each and 27 More sessions at $25 each. The amount will drive up per diem expenditures that Are certain to soar to a record when this fiscal year ends no. 30, according to the rate of spending in the first nine months. County Board members spent $108,000 Over the period and at that rate will reach the $144,000 Mark $14,000 Over the budget. Landolti a claim will be among others submitted for approval at the oct. 14 meeting of the county Board. Backing up that claim is a Legal opinion write aug. 15 by assistant states attorney Marshall h. Smith Legal counsel to the Board of supervisors. In it Smith holds that Landolt is entitled to Back pay for attending the 55 Board meetings which fell on the Days when Landolt also presided As chairman of the Madison county Board review. In effect it is double diem pay. Landolt gets a Day for sitting in Board of review sessions and will get an extra $25-a-Day for at tending county Board meetings. The $25-a-Day per diem rate was upped from $25 in recent years. County auditor John Kraynak had refused the double payment for the months that the Board of review was in session each year. The Board sits a minimum of six months. Smiths ruling favouring Landolt was based on an opinion from the attorney general dated May 20. 1970, he said. The opinion recites. Smith said that a county Board member could receive per diem payment As a member of the Board of review even though he attends a county Board meeting the same Day. A the distinction a Smith said a lies in he fact that such services Are rendered in different capacities. A therefore it is my opinion that the county chairman is entitled to receive per diem for each Day that he works As a member of the Board of review even though he is also receiving per diem work on the same Day As a member of the county Board a Smith said that it has been generally held that a member of the county Board May not collect compensation for More than one Day of services. This however applies to per diem payment for More than one county Board committee meeting.
