He favored advanced payment to the veterans of the War because aside from feeding them the Bill would increase Money in circulation. Chances for passage of Patman s Bill in the House were considered Good questionable in the Senate and the reception of the Bill at the White House dubious to say the least. Hoover opposed the legislation a insisting that the Federal government should practice strict Economy during the present period of economic the president and other republicans demanded the marchers leave the capital. A they have no jobs their Homes Are gone they have no Money so what is in store for them a Patman in his Campaign to win approval of the so called Bonus Bill spoke to various veterans of foreign War groups and to american legion posts. The veterans groups were divided on the Bonus army demonstration in Washingotn but most approved of the Bonus Bill. The Bonus army reached a Peak of Between 15,000 and 20,000 veterans most of them White but a few negro. By july however Congress had changed its mind about the Bill. Patmann a Bill did pass the House. But senators objected to the higher taxes the Bill would necessitate. Many called for holding Down government expenditures to bring the budget into better balance a feeling that has its Echo today. Finally it did pass but Hoover vetoed it. And by july the number of protesting veterans in the capital was about half the Peak although they continued to occupy Federal buildings along Pennsylvania ave. Then they were routed. Thirty six years later senators and representatives Here Are arguing about what to do about a poor people marchers who say they Are hungry starving and who demand action. Again there is talk of occupying Federal land and again there is talk of deny ing land to them. Again there Are conjectures and accusations that the demonstrators May be influenced or controlled by communists and other Lawless elements.
