Crime and the fear of crime especially in the cities have grown in the past 20 years to become our most serious social problem. The Justice department in announcing a nine per cent decrease in major crimes during the first Quarter of 1977, said the severe Winter cold could have had a substantial that was emphasized in the major wire service and to network stories. Atty. Gen. Griffin b. Bell was being cautious because a predecessor John Mitchell got burned Over claiming a trend when crime dipped one per cell in 1972 Only to Rise again in 1973. Fri statisticians believe the crime rate dipped substantially in the first Quarter this year without the weather Factor perhaps six per cent. That View is supported by a random sampling of crime rates in april and May when the weather was Normal the figures Are slanting. In Memphis the january february decline from year earlier figures was per cent. In april May it was 12 per cell. In pin Burgh the first Quarter decline was 18 per cent. In april and May. Crime continued to drop from a year earlier though at a lower rate of nearly 10 per cent. In Newark crime in april and May was 15 per cent below the same period in 1976. In Indianapolis it s Down 10 per cent in Little Rock 14 per cent and Kansas City 9 per cent. In Detroit the crime Rale dropped faster m the Spring than in the Winter though everyone agrees that Snow and bitter cold keep some hoodlums Home. Of the nine cities spot checked Only Denver and Cleveland showed More crime this Spring than last and their increases were slight. It now appears i Airov certain that 1977 will record the first substantial drop in crime since at least i960, when the present revised reporting system was adopted by the Fri. Pittsburgh police supt. Robert Coll expecting a 10 per cent decline for the year credits a new tech Nique of sending police squads into High crime areas. Detroit s police chief credits the establish ment of Small police stations around the City and better cooperation of citizens. Los Angeles police credit Public cooperation in the fight against crime. Most of them Are repeaters who would have been out committing robberies burglaries and Larcenie. The number of Young men 14 to 18 years old the group with the highest criminal incidence declined for the first time since the late 1950s. Their decline will continue for some years. Jerry Caplan former research director of the Law enforcement assistance administration and now with the police Institute says he thinks the absence of National traumas such As Vietnam watergate and ghetto riots helped to reduce crime. After a Complete physical 1 was referred to a psychiatrist who was in private practice but he took my Case even though 1 was a state paid patient. He re again i was treated As competently As one of his s60-an-hour patients. Now a year later 1 am Back with my husband and the future looks Rosy. I still have some of the old fears and i la probably have them for a Long time but now i can handle them on my which is As it should be. Please keep urging your readers with limited Means to seek help at the Many clinics and mental health centers available to them. Counselling saved my life and it can save Many More.
