At the same time councilman Michael Conaton s motion to have Robert Buss the City Engineer conduct a. Study of the Albia sewer system to determine the vol ume of sanitary sewage not go ing into the sanitary sewers was approved. The new disposal Plant would replace the three existing plants. It would be built at a Cost of about the amount which won t be paid by Federal Aid would be financed by Bonds which would probably to retired in different ways. Some Bonds probably be retired by charging a sewer rental fee. This would be added onto water Bills and would be a percentage of the water Bills. The Large water users would pay a higher sewer rental. Other Bonds would be general obligation Bonds which have lower interest rates than Revenue Bonds and would be retired through property taxes. Buss said All Bonds issued could be Mcneial obligation Bonds but some could still be retired through a sower rental.
