Mankato is half done with its proposals while Rochester is still waiting to Start. Rumblings of a possible downtown development in Albert Lea has increased the interest locally in other communities who have faced their downtown problems one of those towns chose a smaller less expensive and what was Felt to be a More appropriate route in developing their downtown. Austin Austin was faced with a Quot clearly declining downtown when it received $1.5 million in Federal funds in 1974 it used the Money to carry out a Quot Street scape Quot plan for the heart of the City scentral business District. The Effort was a a relatively simple and straightforward solution according to Kermit Mahan director of austins housing and redevelopment authority it Era Mahanes office applied for the Federal funds through the Urban renewal neighbourhood redevelopment program the acquisition of substandard and dilapidated buildings relocation of building tenants and capital improvements such As the pedestrian mall and Fountain area were financed by the Money. Mahan describes the open mall Ltd Street scape As a Way to invite people downtown with a pleasant atmosphere created by Trees benches Brick sidewalk a Fountain restrooms and a clock Tower in addition to making the downtown More inviting. Mahan said the project reduced the amount of traffic along main Street which runs through the developed area a Northwest bypass was used to Siphon off cars driving through downtown to get somewhere else rather than shop one part of the project left up to downtown businessmen was the double of off Street parking stalls downtown merchants within a parking assessment District Are paying Back an estimated $200,000 used to acquire and pave off Street parking lots. Well get Federal funds for you but you better be part of it Quot said Mahan. By involving the downtown businesses the City made it a downtown business project rather than just a City Effort he said.
