It is also helpful if the chief administrator negotiates the contract because of his specific knowledge of the local situation and the fact that he is the one who has to live with the contract after it has been signed. However local teacher negotiations Hove been accomplished rather amicably in recent years. There Hove been occasions when the two sides have been deadlocked and the state mediators office has been called for assistance but an agreement has generally been reached with a minimum of acrimony.
