According to Elwell the car was stolen March 29 at about 1 30 a m. Near the intersection of Hennepin Avenue and Lake Street in Minneapolis while Elwell was driving on Hennepin in downtown Minneapolis. Elwell presented his resignation to the St. Louis Park City Council at its meeting april 2, but the Council has not yet decided whether or not to accept it. Elwell has left the City for a week Long vacation in Colorado but is expected to return the latter part of this week in time to attend the councils regular meeting monday. In fact the Only reason All 20 of the Forest City treatment centers Beds Are not filled is because of a Lack of staff members not patients. A the problem is that we Are Short of Counselor a said Ron Weller director of the new Center. A originally two Counselor were going to come Down Here with me from Albert Lea. But we decided to wait to get the Center off the ground the Center is off the ground. There Are 14 patients being treated now and Weller said a a we re stalling some people against the acquisition of More Counselor. A i expect to hit 20 very soon a he said. Forest City treatment Center is a satellite of Naeve hospitals Fountain Lake treatment Center in Albert Lea. It opened april i with the Transfer of six. Patients from Fountain Lake three of them minnesotans. Since then every patient admitted to the Center has been from Iowa More than half from the Forest City area. The Forest City treatment Center a Fountain Lake is responsible for its management and operation a was opened in the Forest City Community Hospital building for a number of reasons a there was a real demand for the Center from the Community according to Fred Haack administrator of Naeve Hospital. Many patients Are committed to the treatment centers by the courts. However a court cannot commit someone to an institution across state lines and there were no a in patients chemical dependency units in the area. A the treatment Center helped ease the Strain on the Fountain Lake unit. Fountain Lake has been treating Over 90 patients on any Given Day for most of the year despite the fact it has a licensed capacity for Only 65 patients. A Many insurance companies insist treatment be in an acute care facility or they will not pay for the treatment. Forest City is located in a Hospital and generally has no problems. Fountain Lake is not a it is a free standing building a although it is connected to Naeve by tunnels a and does have occasional problems. But perhaps the biggest reason is Money a lots of Money. The Forest City Community Hospital has been operating at a deficit the past few years. It has a 35-bed capacity but it has been averaging Only nine patients a Day. That Means those nine patients had to support the entire unit. But under the present agreement 20 of those Beds have been leased to Naeve Hospital to be used for chemical dependency patients. Naeve pays for the Beds the patients food and care the Counselor and the general necessities of the program. In Exchange the Forest City Hospital takes care of All the Billing and collections for the unit and give Naeve All the a charges. After Naeve subtracts the expenses Naeve and Forest City split the profits a 60-40 respectively a and the profits Are considerable. Last year the Fountain Lake treatment Center made $402,134 after expenses it treated 1,040 patients for 22,735 Days for a total Revenue of $1,450,819. In 1977 the Center made $249,749. A the agreement is definitely going to help the financial situation of Forest City a said Haack. A by picking up the costs for the 20 Beds we Are reducing their Over All expenses. A Forest City should end up with a More fully utilized Hospital and a More fully utilized staff a Haack said. A what we Are actually doing is adding 20 new patients without adding additional staff a there have been three other requests for satellite treatment centers according to Haack the most discussed has been a unit in Winnebago Minn. However action on the requests have been stalled pending results of the Forest City program. There is no question of the impending Success of the Forest City treatment Center even at this Early Date. There were some objections by the treatment Center in Mason City when the Forest City satellite was first proposed but those have been resolved and the two units might even end up complementing each other a at first they Felt the program would Cut into their client population a said Weller a we done to see it that Way. Mason City is More of an out patient program while we re an inpatient program a we could work together because when some patients leave Here they need a half Way House Type of situation a Weller said a and there Are some patients they might have that will need a More intense inpatient treatment than they can in the meantime. Weller said Forest City can provide excellent care especially because of its size. A the unit is so Small the patients feel they re More of a part of it that they count a Little More Quot Weller said.
