It is a part that system outrages that i have known committed upon Young men from own congressional District when i was serving in the other House a part that system that makes a Young Man fight for his risk it to stay there while being educated. Senator Enci orse every word the senator from Indiana Voorhees has uttered. For three for Days the have been filled with reports As to the mutilation this voting Man now the theory is advanced that this Man mutilated himself. If be did the country ought to know it and he should be expelled but it is making entirely too much to believe that be any other Man would mutilate himself to a vulgar phrase in entirely too thin. We have for several Days been Dis cussing a Bill that will More effectually christianize and civilize the indians. I think this Senate would do Well if it Shuhl devote a Little time to civilizing and Christian izing West Point. For six seven Sto Ries have emanated from that institution As to the treatment that Young men sent there receive. I know one instance a Yuing Man who voluntarily did that which would cause his dismissal because he was unwilling to be subjected to the outrages which he obtained in that institution. Or. not think thu Case ought to be confounded As the senator from Indiana seems to confound it with Ordinary cases Bazing. Hazing occurs in the first year not the third year in our colleges but the treatment coloured pupils at West Point stands by itself. The coloured boys who have entered West Point have been subjected to a course treatment which if it cannot be ended ought to result in the abolition the institution itself Ana resorting to some other method f educating officers fur the service our Republic. The coloured boy who enters West Point unless the practice there has changed within a year two is in As com plete Solitude from the time he enters until his graduation As Robinson Crusoe was Hia deserted Island. Everything which the discipline the institution demands from one sol Dier to next in Ranic is scrupulously the boy is left absolutely without an associate. Nobody Speaks to him. Nobody Calls upon him in his room. Nobody affords any sympathy to him in sickness sorrow. When he enters the recitation examination room and takes his beat a Bench that Bench is vacant. Now who would not rather fight his Way through a dozen attempts at hazing than spend four years his growing boyhood in such Solitude As that. 1 am afraid the instructors at West Point have not tried to impress the classes there that the basest can do is to treat a Young coloured youth As a person to be exiled from any sympathy and association humanity account the color his skin. This american Republic with its 000 coloured citizens equal before the Constitution and Law will grind that institution to powder unless this abuse is ceased. The Ute agreement. The Ute Bill was then taken up and senator Vest addressed the Senate. Senator Vest supported the Bill not because it was perfect but because it was a practical step in the right direction and would prevent a terrible and inglorious War. He believed that the granting land in severally the establishing Small reservations and the turning Over the Blanket wild indians to the War department was the Only practical coarse for the future treatment indians. This would break up the tribal relations and gradually bring about their civilization senator Teller said the attempts to educate the indians had proved failures. He was there fore opposed to amendment. Senator plumb said the Indian was incapable being educated to a Point where he could compete equal terms with White men. He protested against the cry that All the outrages the Frontier resulted from the aggressions frontiersmen upon indians and declared that there seemed to to a disinclination to condemn As they should be condemned frequent outrages by indians upon settlers. Senator Blaine said he would Voto for the Bill believing it would at least prevent a War. A however senators might differ As to the proper Way to treat indians to one would deny that to War with them was the most expensive policy All. Senator Dawes amendment giving the presi Dent discretion to Devoto Tho amount appropriated for education in schools off the funds selected such youths both Fca cd. In to i. Democratic Congo Essiex by Sarce. Washington april democratic Sena tors continued to Day the caucus yesterday and meet again to Morrow. The general sentiment continues in favor giving precedence to the Geneva award Bill and such appropriation Bills As May be ready for action after it shall have been disposed thus leaving the Spofford Kellogg Case to take its chances obtaining consideration this ses Sion go Over to Tho next just As a condition Public business May Render advisable. Or. Jonas said the democrats Louisiana had been misrepresented in the Senate Long enough and they demanded their full right. He would t answer for Louisiana remaining a democratic state aay longer if the Democrat s the Senate passed this matter Over and left Kellogg in his seat and while senators were considering the possibility losing votes by taking up this Case they had better look at the other Side the question and consult the imminent danger losing the state if they refused to do Louisiana Justice. Senators Jonas and Hill Georgia Sauls Bury Vance and yest took the ground that the spot Force Kellogg Case could not properly be postponed. They were opposed to any evasion the Issue and wanted the democratic party to have and show the courage its convictions. They insisted that it was Plain senator Kellogg had not a right to his seat and that the major Ity should not hesitate to seat judge Spofford. Senator Garland spoke in favor going with More important Public business. The Kellogg Case was not a pressing matter and it should await the Senate s action the Pend ing appropriation Bills and other necessary Gen eral legislation. Senator Garland went further than this and expressed his decided opinion that the Kellogg matter ought to be Laid Over until next session. Senator Thurman thought the Geneva award Bill a great Deal More consequence than the Kellogg Case and urged that it should he Given preference. Considerable feeling was manifested by the above named senators who argued in favor immediate action in the Louisiana Case and some them intimated that they would make the question a personal matter and retaliate upon those who would bring about a postpone ment. Senators Hill Sau Lanry and Vance the election committee held that thei Vestiga Tion the ease waa ordered with an under standing it should be disposed As soon As All the facts could be Learned and they there fore thought in would Jot be treating the com Mittee right to postpone the matter. They Al so urged that investigation the matter hav ing been entrusted to Tho committee and the labor having been faithfully performed the majority the Senate ought to stand by the committee s conclusion. Senator Bayard and some others thereupon remarked that their understanding was that the committee were to inquire whether not the Case was res adjudicate and the question whether Kellogg s title was open to dispute was thereafter to be determined by the Senate at its convenience and upon its own judgment. Although an above stated Tho majority those present at the canons were evidently in favor giving other business precedence Over this Case the Mim Rity who insist upon its prompt consideration Are so urgent it is still very possible they May carry their Point. 0 the Irving Hall Dom Cruts refuse to unite Lii to except Punu could Tiou sup Ort the Parry Notum april the committee the Irving Hall democracy appointed for the Pur pose met to Day Aud sent to the democratic Union who were trying to harmonize the factions the democrats an answer to the communication from a Moc ratio Union deciding the proposition and also a copy a Reso Lution adopted by the committee declaring Hev disapproved any arrangement that necessarily involved the responsibility introducing into the National state convention delegates from any organization which threatened to dispute their authority and repudiate their candidates that whenever such organization consented to unite with the regular democrats in unreserved support National Aud state Candi dates this committee would be prepared Cordi ally to arrange terms and conditions upon which democratic operation and Harmony could be secured and perpetuated.
