Second session the Senate Washington april motion senator Buck it was resolved that when the Senate adjourned to Day it be to meet monday next. On motion senator Cockrell the Bill introduced by him yesterday to establish mail ser vice to Brazil was read a second time and referred to the committee pos offices and Post roads. The Senate proceeded to consider the Calen Dar Bill granting a pen Sion to Jesse f. Fares reported adversely from the committee because under the pension Laws scouts not being in the military naval service Are not entitled to pension. Pending debate the Bill which was advocated by senators Kirkwood and car Penter and opposed by senators Platt Logan and Ingalls the morning Hoot expired. During the debate senator Carpenter told a Story what he had seen one Day during the War when he went to Tho War department to see Secretary Stanton. A Little boy came in and gaily said Good morning. Why Johnny replied Tho where did you come these men you gave me a letter to have answered Johnny and now 1 want to to up to the printing Stanton turned around and wrote a letter to the Public Printer telling him who the boy was and asking that he employ him. After the boy went out Secretary Stanton told me that he had paid one Hundred and fifty thousand col jars to spies and scouts for information Bat that the Little boy who had been three times in Richmond during the War had brought him More valuable and reliable information than he had got for the whole one Hun dred and fifty thousand dollars. Now Eaid Carpenter suppose this boy had been disabled while one his trips to Richmond would Congress have to refuse him a pension because he was under age not an elected Soldier Carpenter thought if the present Law did not cover such a Case that was All the More reason for passing a Bill which would Reward him. Senator Ingalls endorsed that View but in Stead Basing his argument that principle he based it the actual financial possibilities. If we continued the present pension pol icy it would soon bankrupt the Treasury to pensions. The morning hour expired without action up the Bill and consideration was resumed the Bill ratifying the Ute agreement which was explained and supported by senator Coke and senator Teller spoke at length against the Bill. On motion senator Pendleton the Senate disagreed to the amendments the House to the Bill amending the census act and a con Ference committee was appointed thereon. Senator Cockrell submitted a Resolution instructing the Library committee to inquire in to the Senate Library and Force which has been in charge the same for the last six years and now and whether any increased Force is Cec adopted. Senator Morgan who intends to speak the Ute Bill not being prepared to speak. Senator Garland ignored the Senate go into executive session. Senator Dawes hoped the Senate would now vote the Geneva award Bill but some Sena tors who intend to speak that Bill being absent there was objection to its consideration. Several senators endeavoured to Call up Bills in which they were interested and in View the amount business to be done senator paddock moved to reconsider the vote by which the sen ate resolved to adjourn from to Day until Mon Day but upon senator Bayard s representation that the strength that vote several Aena tors bad left town. Senator paddock withdraw his nution and after sume further discussion As to procedure senator Garland s motion was agreed to and the Senate went into executive session and when the doors reopened adjourned until Ilonwhy. This House to see that no such feeble excuse should be Given for violating the Law and that no Man however High should dare to put this House in duress As to giving up the moneys the people. Or. Page contended for the retention the Senate amendments. Or. Hurley concluded the debate defending the committee appropriations from the slurs which bad been cast upon it. It appropriates to Ruelet expenses the Star routes service for the current fiscal year prohibits further expediting the ser vice Star rates appropriates to enable the postmaster general to place new service forbids him to expedite the service under any contract now existing hereafter Given at exceeding 50 per cent upon the contract As originally let appropriates for Public printing and provides that nothing therein contained shall be construed to affect the Validity legality the acts omis Sions any officer at the United a motion to adjourn Over until monday there was a majority in favor it but objection was raised that no quorum voted. Then those who wanted to adjourn Over voted against the simple motion to adjourn so that Only one other course was a Call the House and such Call was thereupon commenced amid a great Deal confusion. James Madison Whatt Stone a mulatto about 30 years age was hanged in the jail Yard this afternoon for the murder his wife the night nov. 5th, 1s7s. Stone was in the office the new York associated press As janitor from 1872 until 1875, when he opened a restaurant. At clock this afternoon the noose was placed around Stone s neck the knot under the left ear. The signal was Given and the drop fell. The body fell to the ground and it was sup posed that the head had slipped through the noose but in the instant the head which had been entirely severed from the body fell from the noose about four feet from the body. The blood spurted from the body and spattered the beams the Gallows but in two minutes All Rau Scalar action had ceased. The head was picked up by physician fall. The Gallows was Twenty feet Hiah with a platform Teu feet Square and a drop about five feet. It is re ported that in the fall the head wis completely severed from the shoulders. Docile execution in.
