'Perpetuate Segregation1Council, SchoolsBlasted by MAP ABy RON HOSIEThe Oxnard City Council and the elementary school district have been “censured and condemned” by the Mexican-Ameri-can Political Association for “strengthening” and “perpetuating” segregation in Oxnard.MAPA criticized the City Council for “allowing” the construction of the federally subsidized $1.3 million low-rent Rose Gardens apartment complex in the Colonia because it “will continue segregation of the Colonia from Oxnard.”MAPA criticized the school system for “strengthening of segregation by “not working to integrate the Oxnard schools” and by “perpetuating separate Jim Crow segregation in the . . . schools.”John Soria, MAPA regional administrator, said today that the accusations were made in two resolutions passed Sunday by the MAPA executive board. He said a third resolution “commended” the Santa Paula Crusade Against Poverty, an alliance of farm workers, for “its efforts on behalf of the poor and the Mexican-Ameriean community.”The resolution opposing t h e apartment complex stated that MAPA would contact the U.S. Commissioner of Mexican-Amer-ican Affairs and the Federal Housing Administration in an attempt to “prevent federal subsidization of discrimination in housing by the City of Oxnard99• • •The resolution also attacked the Psycho-Social Clinic of Los Angeles, the non-profit sponsor which will operate the 164-unit complex.
