Cleveland and Secretary Carlisle to be all at sea and both alike demand the retirement of these notes For four teen years we have been able to main tain in full arid active circulation 000000 of these notes atpar with gold by maintaining a reserve in the treas ury of of gold Thus with the loss of the interest on this gold we have saved the interest oritaieOOaOOO of the public debt and besides have se cured to our people the best form of paper moneyever devised of universal credit id the commercial world Why is it the maintenance at par of all this money has been constantly threatened during the present adminis tration The only answer to this is the powers that behave used the gold spe cifically pledged for the redemption of United States notes to makegood the deficiency of reveiiue caused by the Wil sonGormanBrice tariff law This is a gross andVpalpable violation of law and of the clearest publicpolicy When the revenues of the government fell below the expenditures the deficit should have bee n pr o ruptly me t by borr owin g money instead of using that whichwas specir fically pledged for another When Cleyelahd was elected president with the avowed purpose of reducing the tariff both houses of were willing to authorize the issue of 8 per cent bonds to meet anticipated and these could readily have been sold at par I introduced a bill for that purpose but it was defeated by the declaration of both Cleveland and Car lisle that it was unnecessary The laat congress was ready to pass such a bill butthey opposed it and resorted to the gold reserve and thus created a doubt whether we could maintainbur notes at par with gold This fatal policy of un lawfully diverting the gold in the treas ury to the payment of current deficien cies is the cause and the sole cause of the present financial disturbance And now the remedy proposed by Carlisle in a recent speech atBoston apparently with the approval of Cleve land is the greenbacks by the issue of bonds and thus saddle the gov ernment with interest on of bomds This is not the worst of it The mass of silver certificates and treas ury notes can then be redeemed only in silver dollars and thismeans the silver standard alone The only way they pro pose to prevent this is by the sale of more bonds to redeem these notes and certificates thus converting cur rency into interestjbearing GREAT FAILURESALE OF HghQrade CLOTHING A congress is Republican It will no doubt provide additional tax or duties to deficiencies pre serve intact the gold reserve and main tain atpar with gold all forms of mon ey whether of coin or paper In the performance of this duty it will impose such taxes and duties as will be least burdensometo the people and will strengthen and protect borne industries I believe if the Republican policy since the war had been maintained un interrupted by the present administra and the McKinley law had re mained in force subject to such changes as time proved necessary the recent fi nancial disturbance would
