themsiilvcs tangled up in This week has added several complications with foreign countries in to those already existing ou account oldiscrimi nations by Germany France and several other smaller European nations against American products it is true that with a clear headed President and Secretary of tale there would be no serious trouble with these new compli cations but the blundering record made by the present administration in deal ing with the fureigu policy of this gov ernment if it can truly be said to have had such a thing since l Marchv 4 1893 has prepared the couutfy to look for the wrong rather than the right thing from it in foreign as well as do mestic matters The flrit and most important of the new complications arises from a Span ish warship having lired on n U S Mail which was passing near the coast of Cuba on its Wiiy from Colon to New York A the Spanish minister has assur ed the State Department of his belief that it was done by mistake and that Spaiu will apologize if this country af ter investigation thinks it proper The next complication 5s in connection wjth the protest of the British Ambassador against the shooting of an officer of an English steamer during the recent levee riots at New Orleans nnd the last with the demand of the Italian Ambassador that protection be given the Italians in the United States and that satisfaction be given for the late assassination of Italians at Colorado It largely depends upon Mr Cleveland and Secretary Gresham what comes of these things Secretary Herbert is beginning to hear a great deal of the advcivie criti cism which has been leveled at him from all sections because he has only designated two naval vesselsthc San Francisco and the Mabelhead ttt par ticipate in the ceremonies attendant up on the opening of the Baltic nnd North Sea Canal by the Empororof GerintiiVjv but lie is obstinate and althougi lie admits the importance of lho event he refuses to change his orijjinal order Naval officers are greatly chagrinned They point out that all the maritime na tions will be strongly represented and that commercial instinct not to men tion national pride should have beun strong enough o have sent at least a half dozen of the finest ships in tlie navy to talce partin the opening The Spanish minister has had a some what queer experience recently He received letters from several alleged manufacturers of dynamitesund other high explosions asking him to purchase explosives for the use of lite Spanish army in Cuba and when he declined he received oilier letters notifying him that if ho did Eot at once purchase the explosives they would be gratuilionsly sent to the insurgentg in Cuba to bo used in destroying Spaniards and iah properly Opinion is divided as to whether the letters were tlio work of a crank or a professional blackmailer Senor llurnago the minister declares that it is immaterial to him which as he pays no aitenlion to them There is much discussion now that Ihe arguments are all in as to what the decision of the Supreme Codrt will be iu the income tnxcuse Tho court to day took a recess until the 25 inst and it is expected that the decision will be handed down on that day Among lawyers there seeins to be considerable doubt as to the nature of the decision but the overwhelming preponderance of opinion amonct those unlearned in the law is that the court will stand by previous decisions and declare the tax constitutUiiai If it shouldntthe ad ministration will bo in n way It will have difficulty in getting through the year even if the receipts from the income tax are tip to the estimate but if the tax is declared unconstitutional i t cnnnol be collected at all and the chances are that an extra session of Congress would have to be colled to provide money but Mr Cleveland would not call it until the last minute as it would bo a triumph for Senator Gorman which that astulc politician and determined enemy of Mr Cleve land would not bo slow to take advan tage of Some of those who helped to the new silver party are already privately expressing their disgust at the manner in which the country has ignored the announcement of llie birth of the party
