Tax A Time Refused To Ford WASHINGTON UPI The White House Monday said it disagreed with the decision of two major television networks not to broadcast President Ford's address from the Oval Office Columbia Broadcasting System and the National Broadcasting System refused to carry the President's speech on grounds that he is an avowed candidate for the presidency and they would have been required to offer equal time to the other candidates The American Broadcasting company broadcasted the speech We disagree with the CBS and NBC the White House said in a statement issued before the 8 p m EDT broadcast However it is of course the right of the works to make such decisions We felt that the President's message was important to every American and that is why the time was requested As CBS and NBC know the FCC exempts from so-called equal time regulations spot coverage of bona fide news events There is no question in our view that speech was such an event We are pleased that ABC and PBS Public Service Broadcasting and Mutual NPR National Public Radio and ABC Radio UPI Audio and AP radio are bringing the President's speech to the American people live CBS News refused President Ford's filed a civil damage suit against striking firemen in a move to discourage other public employes from striking The state asked the Jackson County Circuit Court for in actual damages for the first four days of the strike and extra actual damages of a day as long as it continues The suit also seeks punitive damages of a day Attorney General John C Danforth said the state would do everything it could Patricia Hearst to cooperate with three court-appointed psychiatrists The judge told the newspaper heiress to ate as fully as she is now able in the psychiatrists tion of her mental condition which will determine her ability to stand trial on a federal bank robbery charge Miss Hearst's lawyers told the court last week that she was not fully cooperating with them and seemed on the edge of a nervous breakdown They said her attitude toward her parents and attorneys vacillated and she seemed to have no idea of the gravity of her situation sitting silent for several minutes while lawyers tried to question her Carter issued the order after postponing indefinitely a ing on Miss Hearst's mental state and her eligibility for bail He said the session would be rescheduled when the had completed their report and he had turned it over to prosecution and defense attorneys The judge also ruled that Miss Hearst's statements to the psychiatrists cannot be used against her m court and that the doctors findings will be kept secret Carter also decreed that the psychiatric findings be filed under seal and that no part of their contents be released to the public until further order of Robert F Kennedy tion was knocked down Monday by a panel of seven independent experts who reported that ballistics evidence did not bear out such a suspicion The findings of the forensic read in a packed county courtroom seemingly ended once and for all the arguments that Sirhan B Sirhan did not act alone in the 1988 slaying of the senator attorney said after- wards the finding was a tremendous blow to the tiny Palestinian but a tremendous triumph for Superior Court Judge Robert A Wenke read a final joint return of the experts who had refired the gun wrested from Sirhan after the shooting in the Ambassador Hotel in June 1968 They had examined the bullets taken from Kennedy's body compared to bullets removed from bystanders who had been wounded in the volley of gunfire As spectators waited lessly Wenke dispelled the suspense by saying the experts had found no reason to believe that anyone other than Sirhan involved in the murder The experts attached to their reports lengthy worksheets detailing what tests they had performed on the Sirhan gun and the bullets and clothing which Kennedy wore that night but the bottom line lay in their unanimous answer to the question of whether someone other than Sirhan might have been firing a second gun The case was reopened by the Los Angeles Superior Court on the basis of motions filed by CBS and by Paul Schrade a former United Auto Workers Union executive who was standing beside Kennedy in the the hotel and was wounded The shooting was witnessed by a score of persons and Sirhan was convicted of murder in 1969 and sentenced to death His punishment was since reduced to life im- prisonment and he is held in San Quentin Prison Godfrey Issac an attorney representing Sirhan at the hearing said was a tremendous blow to Sirhan but it was also a tremendous triumph on behalf of the courts It should effectively con- clude any argument as to one or two guns Joining in the motion to reopen the case were CBS Schrade Sirhan the Los Angeles County Board of Supervisors the District ney's office and the Attorney General's office The conclusiveness of the experts findings seemed to end once and for all the theories about a conspiracy in death Schrade said he wanted to examine all of the documents before making a statement but if the rest of the documents reach the same conclusion then I'm going to be tremendously relieved Schrade however said he was concerned about the ex- findings that there was no way to tie in the bullets examined to gun because of damage and ration sion Plan Requires Lower Budget President Ford asked Congress Monday night to extend and broaden this year's tax tions to give the average middle-class American family a further tax cut of over next year But the President insisted that accompanying such a tax cut must be sharp reductions in federal spending If he gets the tax cut without spending the ceiling Treasury Secretary William E Simon said Ford will veto the tax reduction One of the changes Ford proposed would increase the personal exemption to for taxpayers and their dependents The exemption now is and had been until Overall Ford said the tax cut he was proposing would reduce taxes by billion when compared to what was paid last year Simon said the reduction would amount to Sll billion billion for individuals and billion for business Of Tax Cut Plan WASHINGTON UPI For most American the chief impact of President Ford's tax proposals would be to prevent an increase after Jan l 1976 of the taxes withheld from paychecks The tax cut passed in March which took effect last May 1 was a temporary one-year reduction designed to stimulate the economy and curtail the most severe recession in 35 years But it would have expired at the start of 1976 meaning withholding would rise sharply and spendable income would drop at a time when rising food prices the removal of controls on domestic oil prices and the decision of foreign oil producers to raise prices all meant greater demands on consumers Some economists said these factors threatened to thwart or abort recovery Most taxpayers would get a tax cut under Ford's proposal It would not be as large as the tax cut of 1975 and Ford proposed no rebate This year's law provided a rebate of 1974 taxes of between and Ford proposed to eliminate the low income allowance a form of minimum standard deduction which tended to benefit the poor He also wanted to drop this year's tax credit of for each taxpayer and each dependent A tax credit is subtracted from taxes owed If Ford had asked Congress for a simple extension of this year's tax cut and nothing more it would have meant withholding would rise after Jan 1 That is because the 1975 tax cut was compressed in seven months and the 1976 cut be spread over the year Ford coupled his proposal with an insistence that Con- gress adopt a spending ceiling for fiscal 1977 which starts Oct 1 1976 Ford said his proposals would help stabilize the economy Simon said it would help sustain the current economic advance which is well under way He brushed aside the suggestion that the tax cuts were designed to prevent economic fallbacks in a election year In a radio and television address which two of the three commercial television to carry live Ford said he wanted not only to give Americans more able income but to curtail the alarming growth in ment outlays which he said would drive the federal budget in the fiscal vear which starts Oct 1 1976 to billion Ford said he would insist Congress cut billion from that total as his condition for accepting a tax cut But Congress may not give him such an easy choice It could pass the fax cut before taking up a spending ceiling forcing him to act on the tax cut without knowing this year's earnings In dollars the amount of the reduction would be larger for wealthy taxpayers than those who are poorer But on a percentage basis the change benefits those at the bottom most We
