Conference got under way Money Splits Governors WASHINGTON UPI Republican and Democratic governors conceding are being tightly squeezed by President Nixon's budget cuts and fund impoundments split along partisan lines Tuesday over the question of how to get more money out of Washington Democratic governors 31 states decided to issue a statement later this week complaining about the chaos caused in the states by the Nixon retrenchment said their chairman Gov Dale Bumpers of Arkansas The Republicans said ginia Gov Holton probably will not make a formal objection or join in the complaints during the midwinter meeting of the National Governors Conference Any possibility of a joint nors position was thwarted by the conference rules which do not allow for consideration of policy resolutions at the mid- winter sessions After a long luncheon with his colleagues Bumpers said the Democrats were preparing their own resolution stating that Nixon's decision to hold up appropriated federal funds and to change guidelines for future federal aid outlays had left the states in disarray There has been no transition Bumpers said He said reductions were now being made while reforms in existing programs and new methods of getting funds from Washington to the states and localities were being promised for several years in the future We need answers Bumpers said He said the governors would ask White House officials at a briefing Wednesday what are we to do during this transition Record High Expected In Beef Prices WASHINGTON UPI Re- tail beef prices are expected to hit an all-time record average of over a pound in the Agriculture Department's re- port for January it was learned Tuesday The department's monthly average for all cuts of choice grade beef to be published Wednesday foreshadowed by last week's monthly consumer price tics for January from the Labor Department which showed a 5 per cent increase on beef Figures from the Agriculture Department were expected to be higher because they ure the whole The Labor Department figures are gathered only in the first week of each month The previous all-time record set last July was a pound on choice grade cuts ranging In POW Releases WASHINGTON U P I President Nixon accused North Vietnam Tuesday of failing to abide by its unconditional obligation to release American prisoners of war and ordered Secretary of State William P Rogers to press the matter urgently in Paris The P r e s i d e n t's protest relayed to reporters by White House Press Secretary Ronald Ziegler quickly followed an official Hanoi announcement that North Vietnam had pended the U.S prisoner release because the cease-fire is not being respected Under terms of the Paris agreement Tuesday was the deadline for the Communist release of their next promised batch of 120 American POWs So far 163 Americans have been freed by North Vietnam and the Viet Cong Hanoi's chief government spokesman Lt Col Bui Tin said no additional prisoners would be released until the cease-fire is strictly enforced Saigon quits stalling on release of civilian captives and there is greater protection for Com- munist representatives on the Joint Military Commission in South Vietnam Ziegler said the release of American prisoners is an unconditional obligation of the cease-fire agreement and is tied only to the simultaneous staged withdrawal of U.S troops from Vietnam He noted that the Jan 27 Pans agreement specifies that the return of all captured persons shall be completed within 60 days after the signing of the agreement at a rate no slower than the rate of withdrawal from South Vietnam of United States forces and those of other foreign tries Ziegler refused to say what the United States might do next if North Vietnam does not agree to speedy release of another group of POWs I am not in a position to speculate on that he said I am only in a position to tell you that we expect the North Vietnamese to live up to the agreement Ziegler no further part until Hanoi ex- plains why it is holding up prisoner of war releases As Nixon's orders reached Paris the conference was thrown into further turmoil by a North Vietnamese boycott of a crucial session The North Vietnamese made no direct reply to President Nixon's orders but Hanoi spokesman Nguyen Thanh Le said Those who seek ately to create fictitious and hurdles to the working of the conference must assume full responsibility For its part the North Vietnamese is still determined to do everything possible to contribute to the success of the International Conference on Le added Earlier Hanoi's delegates stayed away from a meeting of officials called to continue work on a blueprint for guaranteeing permanent peace The United States has ed that the release of American POWs be the first order of priority at the conference President Nixon ordered Secretary of State William P Rogers to take up the prisoner issue with North Vietnam immediately and to conduct no other business until the issue was settled But before Rogers could meet with North Vietnamese Foreign Minister Nguyen Duy Trinh the North Vietnamese boycotted a meeting called to draft the resolution which the conference is supposed to adopt this week guaranteeing the Vietnam peace It was not known whether the boycott was in reaction to Nixon's demand The meeting to draft the resolution was canceled gates hoped to hold the session on Wednesday but North Vietnam's intentions were un- clear The U.S delegation said meeting between Trinh Rogers was scheduled for Tuesday North Vietnam announced in Saigon Tuesday it would freeze more POW releases until the United States sured South Vietnam to honor provisions of the Paris agreement The United States angrily replied that the release of POWs was tied only to withdrawal of U.S troops from South Vietnam which was going according to schedule High School Student Dies In RICHMOND Va UPI A festering argument between two students erupted into a in a crowded school corridor Tuesday killing one student and wounding another The dead youth was identified as Wayne Phillips 17 The injured student was Felida Julia Gardner 14 She was wounded in the leg during the incident which took place 10 minutes before classes were to open at Armstrong High School Police said they arrested Michael Wallace Dance 18 in connection with the shooting Witnesses said there were two weapons involved Cornell Chapman a teacher said at least six shots were fired in the hall at the school entrance which is usually filled with students during cold winter days He was caught in a crossfire trying to get out of Chapman said The teacher said when he heard the shots he began shoving students down the hallway to safety Turning around after the shooting stopped Chapman said the corridor was empty except for the Miss Gardner who was kneeling at a water fountain and Phillips who was on his hands and knees At first I thought they were firing blanks but when I saw him I realized that wasn't Chapman said He said he tried to help Phillips but I could tell he was in real trouble Quota Claimed In Tax Audits WASHINGTON UPI The president of a union of BUS employes said Tuesday revenue agents are under pressure from their superiors to meet a quota of deficiency payments from taxpayers whose returns they audit This unwritten quota tem impairs their objectivity and tempts agents to resolve that doubt in favor of the Vincent Connery said Connery a revenue agent from 1950 to 1967 and president of the National Association of Internal Revenue Employes testified before the Senate appropriations which oversees IRS operations In other testimony consumer advocate Ralph Nader said bewildered and frightened taxpayers often settle for what an IRS agent claims is owed because they cannot afford to challenge him The taxpayer in that case has acquiesced to the power rather than the fairness of the Nader said The subcommittee opened an investigation into charges
