and turning colder tonight Vote Against Repeal Of The Income Tax An Editorial THE FATE of Zanesville's one per cent income tax will be decided at the polls Tuesday Dissenters for reasons not too clear forced the vote by petition Most people however will agree that the tax is of vital importance to the city and out it many municipal functions will have to be curtailed or other means devised to obtain tional revenue The record of what has been accomplished since the tax went into effect two and a half years ago certainly is clear The money has been wisely spent To abolish the tax would throw the city for a giant loss and would block any measure of prog- ress no matter what sort of administration is in Incumbent councilmen who are seeking tion as well as leaders of the organization ing their opponents recognize the benefits de- rived from the tax and urge that it be kept in force The tax is completely fair and is levied only against persons who earn and businesses which show a profit Persons living on retired in- come the unemployed and others not working pay no tax Voters should take into consideration that much has been accomplished through use of the tax funds and much more will be achieved if the issue is not repealed Only chaps could result if the tax is ed out The city of necessity would be forced to shave street work for instance and instead of carrying on an aggressive program of repair and improvement would be forced to concentrate only on filling the chuck holes It seems hardly likely that anyone with a spark of pride in his home city wants to see this valuable source of revenue chopped away and we feel that fair minded voters will not be swayed by the opportunity to achieve a small saving at the expense of civic betterment Extreme care should be period in the city's history It has been administered wisely It should be continued to finance many improvements still ed by the city These were the key points in a public report on the tax and its ef feet issued Saturday by the Civic Progress Association a tisan organization which fully waged a campaign to retain the tax when it came to a vote in the fall of 1959 Charles T Stewart chairman of the CPA steering committee which conducted a study of the tax and its use The income tax has produced more than million i n rev enue since it was enacted by City Council in July 1959 Our com- prehensive
