Betsy Sen Giss Calls for State Debt Raise Faces Battle By Speaker Jack Gilbert PHOENIX Harold C Giss wants to amend the special session call to include legislation on the proposal to raise Arizona's debt ceiling to million Giss the Senate majority leader made his comments Wednesday night in a joint appearance with House Speaker Jack Gilbert before the Maricopa County Taxpayers Association The special session which opens Monday is specifically dedicated to reapportioning Arizona's Senate and the con- gressional districts Giss said the legislature should approve a specifying how proposed up to million would he spent The veteran senator said this should be done before the posal goes to the electorate Oct 19 Giss said the proposal should earmark 75 per cent of the capital outlay funds for state universities and 25 per cent for other state institutions The senator said he will ask Gov Sam Goddard to amend the special session call to mit the two houses to consider the bonding proposal
