Robert L F Sikes says he is a victim of anti- defense liberals but some of the congressmen who voted to strip him of his key subcommittee chairmanship say their victory indicates the House of Representatives will adopt a tough new reform program Opponents of Sikes were ecstatic following Wednesday's Democratic caucus which by a stunning margin of more than 2 to 1 removed the Floridian as chairman of the House Appropriations Committee's subcommittee on military construction Sikes was reprimanded by his colleagues last year for misusing his in- fluence in business deals and some members of a House reform group had voiced private fears that if Sikes retained his chairmanship it could end efforts to strict code of ethics for legislators But Sikes who was re-elected last year alter the reprimand said he was the victim of congressmen who want defense money used for social programs I'm a senior conservative I vote for defense And there is a growing in- tolerance for some people who do over the natural gas issue were joining forces to help push the measure through The emergency legislation would give the President power to divert natural gas to parts of the country It would also weather and will not solve the unemployment Carter warned But he said it would bring temporary relief to hard-pressed states by shifting gas from areas without acute shortages Carter told reporters be nominated CIA director by President Carter according to sources inside and outside the administration Moyers was out of the country today A source at CBS News in New York City where Moyers is the chief reporter and anchorman for CBS said he is filming a documentary in Cuba whose leader the CIA allegedly plotted eight times to kill between 1960 and 1965 Moyers could not be reached by telephone pulling air south from the frozen Arctic And the National Weather Service says there is no relief in sight for the frigid United States About two-thirds of the nation and much of the rest of the world is experiencing the harshest winter in at least five years The weather service says there appears to be no long-term warming trend in sight forecasting lower than normal temperatures over much of the East for at least the next two weeks The weather has caused shortages of heating fuels which has closed businesses and schools in some areas and President Carter has asked Congress for emergency authority to divert natural gas to hit regions Dr Donald Gilman head of the weather service's Long Range Prediction Group said Wednesday that Arctic air is moving farther south than usual because of a sustained distortion in upper atmosphere wind patterns Gilman said earlier that such upper wind distortions with winds circulating hundreds of miles farther south than normal are not uncommon but that this distortion is different What is uncommon is that this distortion set in place in September and locked in place for four he said Such a pattern allows cold fronts from the Arctic Circle to swing as far south as Texas and Florida This locked wind pattern not only brings the United States cold weather but also gives similar conditions to western Siberia and areas of the northern Pacific Gilman said Paradoxically other areas of the world are benefiting from the unusual flow of frigid air into normally warmer climes Gilman said that as cold northern air flows down warm southern air moves to some northern areas Alaska northwest Canada Iceland Greenland Scandinavia and parts of Russia are having a milder winter than normal so he said He said some parts of Alaska have had record high temperatures in me 40s instead of their usual sub-zero freeze Gilman said the next forecast due out Friday probably would not show a great change in these patterns There probably isn't any simple underlying reason for all of Gilman said Elimination of 2 brigades proposed WASHINGTON APi Defense Secretary Harold Brown is proposing that the Army eliminate two regular infantry brigades and prepare National Guard or reserve forces as replacements in a move that could cut about million from next year's Pentagon budget The proposal is one of 33 ways that Brown has suggested to Army Navy and Air Force officials that the Pentagon might save a total of about billion in fiscal 1978 The new defense secretary has asked the services for comment on the economy measures before he makes a final decision on them The two reserve or guard brigades that would be upgraded under his proposal would substitute for regular Army soldiers The brigades would be raised to a state of high readiness and earmarked or early call-up in a crisis During the election campaign President Carter said the readiness of reserve forces is doubtful Carter also said he was about the absence of a proper role for the reserve forces But since the election his Pentagon transition team apparently found that the regular Army has achieved good results by affiliating reserve and guard brigades and battalions closely with regular Army divisions Brown has sent the Army a memorandum saying the affiliation concept is successful and its expansion appears feasible Under this concept in effect for more than two years selected high-priority brigades and battalions from the Army National Guard and Reserve were picked to round out four of the 16 Army divisions and bring them to full wartime strength in a tion During peacetime the backup units maintain ties with their parent regular divisions which help improve the readiness of the guard and reserve elements From time to time entire divisions regulars and backup components are supposed to train together A major attraction of the affiliation concept is that it enables the Army to maintain more regular divisions than it otherwise could within tight manpower limits Although the regular Army has cooperated in the affiliation of guard and reserve units with its divisions Army generals oppose any further loss of regular manpower They are expected to argue strongly against any broadened affiliation program that would reduce regular Army strength below the currently projected men and women Tanker explodes 17 hurt 4 missing BAYTOWN Tex AP A series of explosions rumbled through an tanker early today as it took on a load of gasoline and other fuels leaving at least 17 persons injured and four missing the U.S Coast Guard said A witness said many crewmen leaped into the Houston Ship Channel or were hurled overboard by the blasts which sank a nearby tugboat and touched off a spectacular fire A Coast Guard spokesman said there were at least three explosions aboard the tanker Exxon San Francisco as it was being loaded at the giant Exxon refinery here It was a rumbling type of explosion and the tanker did not simply blow a spokesman said A Coast Guard spokesman said three of the persons missing were crew members of the tugboat Nathan B which sank near the tanker and was believed to have provided the spark that touched off the blasts The fourth was a crewman from the CYS Brilliance a Liberian tanker tied up at the same dock He said the crew of 30 to 40 men were alt accounted for The Coast Guard said at least three of the injured required hospitalization About 45 persons were evacuated from nearby homes They were loading heating oil through a loading arm when the arm broke spraying heating oil over the said Coast Guard spokesman LL Dennis Sande According to reports the commercial tugboat Nathan B which was docked on the other side of the pier from the San Francisco started her engines and it was shortly after that that the explosions occurred The tug was tipped over and sank upside down witnesses said Flames spread to the dock after the explosions Exxon personnel said the fire was under control shortly after daybreak The tanker can carry barrels of fuel The Exxon refinery at Baytown 25 miles southeast of downtown Houston has a capacity for processing barrels of crude oil a day and is being enlarged In The ship channel extends from Houston to the Gulf of Mexico FBI investigates possible union crime connection MIAMI I AP The FBI fays it is hundreds of longshore union leaders and shipping officials at ports along the Atlantic and Gulf coasts in an investigation of alleged organized crime involvement in the union and payoffs by management Some of those subpoenaed will be called to testify in February before grand juries in Miami and New York City investigating the International Association an FBI spokesman said Wednesday Gil Harrington head of a Miami ping agency bearing his name said he was a subpoena Wednesday by an FBI agent He said his payroll records for longshoremen and related documents were also subpoenaed We were told they were investigating not only here but from New York to Houston He said they were looking into coercion as far as any pressure hy the Harrington said Officials of other Miami firms who got subpoenas said they were asked for financial and legal records The grand juries are being empaneled to investigate reported irregularities taking place in major ports in the said FBI Director Clarence Kelley in a statement relayed by an FBI spokesman in Miami The
