North English Rotary Questions asked of the two men and their as follows Both of you have said action should be taken regarding the school foun dation aid formula because most school districts in the area have had JOE BROWN DON KIRKPATRICK 4 1 Brown Currently the state spends on public The school aid formula was designed to equalize educational opportunity in all parts Iowa while decreasing funding from property The 1983 legislature needs to continue to move educational funding from the prop erty tax Fixed costs such as bus utility bills and build ing maintenance should be separated from the educational costs of administrators and educa tional We should allow school districts more local control to set flexible school hours and school The state also must solve the lack of certified science and math teachers by possibly offering grants to potential teachers in those School finance calculations need to measure the real costs of each indi vidual school district and not just the number of students attending that learning I have been the ranking member of the senate education committee the last four years and am in line to chair the senate education committee next Kirkpatrick The present school aid formula was drawn when Iowa school districts all had increasing It worked fairly well as long as the student numbers Each year every district mort state aid to run only one of the 12 systems in the district is Under the present each district with a declining would receive less state soaring energy costs and other fixed expenses have wrecked even the best planned The next legislature must the old formula has outgrown its use fulness and develop a more realistic method for funding Some way must be found to allow school boards to know how much state aid they will receive so they can budget accordingly instead of lurching from one budget crisis to The drinking age has been a sub ject of What is your ion Should it be lowered or remain the same Do drunk driv ing laws need more extensive enforcement Brown The drinking age should be maintained and I have never politically proposed nor would I vote on any Drunk driving laws should be more extensively I helped write the current law against drunk driv I still favor permanent termina tion of a drivers license for anyone convicted of drunk Kirkpatrick The drinking age should remain al 19 and be Please turn to page
