To Carry On Provisional Government By Associated Press Niagara Falls June dangerous obstruction to progress on a vital point in the mediation proceeding has arisen which threatens failure for the negotiations The United States has said to the mediators in unequivocal terms that it cannot con- sent to any method of transition from the existing regime to the proposed new provisional government that can be construed as recognition of Huerta's administration The mediators are insisting that General Huerta be permitted to make the appointments of the men agreed upon here for visional president This the American government refuses to cept not only because it is committed against recognition of Huerta but because it has been informed by that under no circumstances will a peace plan which permits ta to exercise the constitutional function of naming his successor On this point the mediators and American delegates are ed One side must give way before any advance is made Some of the principals have actually lost hope for a settlement but there is a growing confidence that the mediators will devise some method of bridging the difficulty rather than allow tion to founder on the rocks The mediators were of the opinion that the United States should waive technicalities and consider that the end would justify the means It also was suggested that the United States need not extend its recognition until there had been some popular expression such as the by the of the new president when laid down their arms after his installation Recognition could be V accorded then with the idea that the popular will in effect had been registered The broad plan which has been virtually agreed upon by the mediators and the American and the Huerta delegates giving to the what amounts to a majority share in the new provisional government They will have it in their power to in- sure the holding of a fair election and if the cause is the popular one they would experience no
