school districts to pay unemployment benefits for substitute the Wellsville School Board last night voted to table a proposal which would have approved the of bids for the contracting of substitute teacher If the board contracted with an agency for substitute teacher it would not be responsible for paying unemployment But the board became leery of such a move last night after Superintendent Stanford Masin said that to hire substitute teachers now through contract would be to invite Masin said that although he favored contracting substitute teacher he didnt want to place Wellsville in the position of being a possible test The state education Masin has not yet accepted the legality of substitute contracting because there is nothing on record that gives precedence for The superintendent
