Inability of Credentials Committee to Make Full Report Postpones Further Pyrotechnics Convention Hall Chicago June 21 knowledge that the tee on credentials had not completed its work delegates to the national re publican convention were Blow to move toward tbe coliseum this morn I ing for the session scheduled to begin 1 at 11 oclock Up to oclock on ly a handful of delegates were in I their seats From this time on they I poured from every Conflicting reports had gone abroad I SB to the intention of the leaders It I was variously rumored there would f be recess until 8 p m and adjourn ment until tomorrow and that the convention would proceed to consider i at once such contested cases as the committee had decided at the con The general impression was that adjournment would be taken but some insisted the Alabama was to be considered at once i It was farther reported it I might be Tuesday or Wednesday be I fore a nomination was reached I At 11 oclock word came that the I convention was to proceed on a paf I report from the committee on credentials ThiB statement brought the delegates rapidly to their seats to f prepare for a struggle It was expected the Roosevelt 6 forces would make their last big fight In the convention today They had ex to make their stand on the ere report as a whole but were prepared to meet the change of plans and all the way through Ton the individual cases Woman In Red Hat The galleries filled up very slowly and ten minutes after the scheduled time for calling the convention to or der hundreds of chairs were vacant High above the noise of shuffling feet and shifting chairs In the big i auditorium rang out a clear soprano In a coon song A handsome woman dressed in a blue tailored suit and wearing a big red hat appeared far up in the band stand just under the steel girders of the roof and accom by the orchestra sang several Bongs At word came from the cre committee that opposition to a partial report had arisen Pending further word from the committee Chairman Root node no move to call the convention to order In the lull the New Jersey dele I gates rose in their seats and deliver ed the Jersey yell that has become I in the convention West Virginia answered Jersey and 1 the shrill cries of the Californians joined In for a time but the demon stration aid not develop and the yell I ng subsided 5 Fall at Demonstration Roosevelt delegates from Massa blossomed out with their I new Roosevelt yell In answering their eighteen votes for Roosevelt They brought New Jersey West Virginia and California back to their seats and there was another attempt to start a demonstration Again it subsided and the crowded settled back to await the fall of the gavel From 10 oclock on there was a suc I cession of mild demonstration The Roosevelt men In the Pennsylvania delegation had a new cry the refrain I of which was Sixtyfive for Roose I veil referring to sixtyfive delegates led by William Flinn for the ex president Jennings Bryan was given f another noisy welcome as he entered the press stand Several delegates J called Speech speech Bryan and f the band played Should Old tance Be Forgot Bryan smiled and waved his hand Chairman Root I Senator Crane and James F Wat son Governor Hadley Senator I Borah former Governor Fort of New Jersey and the other leaders of both factions sat idly on the platform Hadley and Crane engaged smilingly conversation while they waited iword from tbe committee on creden Convention is Opened When word finally came from the fc credentials committee that the case to he submitted to the Senator Root prepared to call the convention to order Play CONTESTING DELEGATES HAVE HARD TIME JOHN WATSON a Taft Indiana delegate who opposed Governor Hadley at the convention TAFT WILL BE NOMINATED Chicago June At eleven oclock today I got it direct and positive from Barnes of New York floor Taft forces that William Howard Taft will be renominated Any other procedure would be sheer folly concluded Mr Crane made poetically the tame statement When when the nomination would be reach ed he replied I hope tomorrow PARROTT CONVENTION FLASHES At Chairman Root and convention officers were on the platform Governor Hadley in conference with Senator Root the commit tee on credentials to make a par tial report renewed the ity of Immediate recese at least until late In the day Chairman Root called the con vention to order at The credentials committee was still fat from finished when the convention began lt fourth day The plan at the outset was to take up the Alabama contest and thus far decided by the committee Chairman Root announced first business to be the report of the committee on credentials The report recommended the seating of the Taft delegates In the Ninth Alabama district Hadley moved that the minority report be adopted for the majority and adopted by the convention Governor Hadley presented a resolution which would prevent a vote on question by any of the delegates now under contest James E Watson moved to table the Hadley resolution A roll call was demanded and begun by states In order Hadleys motion Taft victory 569 nays 499 The Iowa vote 16 nays 10 ball before the time set for todays session of the republican convention and went over the plans for the day with his lieutenant Senator Borah and others of the Idaho delegation were closeted for some time with the former president Governor Stubbs of Kansas Governor Johnson of Cali fornia James R of a score of others saw Colonel Roose velt before leaving for the convention hall It was said no change had been made in the program of the Roosevelt delegates adopted yesterday The leaders asserted that virtually every Roosevelt delegate in Chicago had ap proved the program Roosevelt Members Absent I believe If the two delegates from California who were elected by a state majority of 77000 are not seated said Mr Halbert of Minnesota it will mean the death knell of national com as that attempts to thwart the will of these 77000 voters The Roosevelt strength from the California vote gained J A DeWitt of Iowa W W Williams of Nevada L P Summers of Virginia Samuel H Cady of Wisconsin and C A Rice night session the credentials committee of the republican national committee had at 6 oclock this morning settled on ly fourteen of the seventytwo con tests considered vital by Governor Hadley and the Roosevelt leaders in their appeal from the decision of the national committee All of these together with twenty that the credentials committee took up on its own Initiative were settled for President Taft At this morning the creden tials committee was still In session considering contests Chairman De Tine said There seems to be no prospects of presenting a report to the convention which was to meet at 11 oclock Remain Good Matured Despite their long vigil the commit nature while the arguments were presented By ten oclock the thirty members who had remained present at dawn had been Increased to forty Contorts Decisions The decisions were Alabama Ninth district two delegates Arizona six Fifth district two delegates California Fourth district two delegates Flori da six and two each from the and Third districts Georgia four dele Indiana four dele and two from the Thirteenth district Other delegates where contests were not reopened were declared seated by a unanimous rote of the committee two Taft dele gates were seated by the committee at this morning after a striking debate A motion to seat the Roose velt delegates was defeated 28 to 16 Personalities and political rancour were practically absent For an hour and half the committee members worn out by over twenty hours of work sat and debated the right ot California to Instruct for Roosevelt by a state wide Taft delegates the Fourth dis Ousted Delegates Ugly The debate or the California case followed the receipt of what was termed an insulting letter from the two Roosevelt delegates Charles S and Philip Bancroft refusing to appear and declining to recognize that a contest existed The California case was taken up at a m M vania a member of the committee presented the letter from the Califor nia Roosevelt delegate It contained language which the members consid ered objectionably and the commit tee ordered it returned to the Cali fornia delegates without comment A motion to seat the Taft dele gates brought a request from Roose velt members for an opportunity to discuss the case that had provoked perhaps the greatest attack from the Roosevelt forces upon the national committee GOVERNOR of Missouri who is DELEGATES AGAIN LOST Majority Larger Than Shown In Vote Former Trials Strength of Convention Hall Chicago June Roosevelt forces met their third defeat in the republi can national convention this aft when yeas 569 nays 499 the convention vot ed to table a resolution of Gov ernor Hadley which would have prevented any of the contested delegates voting on any ofthe cases reported by the credentials committee was the vote on tem chairman resulting in Roots election by 558 to 502 The second was on Hadleys orig inal proposal to the same effect aShis motion when the vote was 564 to 510 When Dr Shaw had concluded Senator Root said The business in order is the re port of the committee on creden tials He introduced W T Dovell of Washington a member of the com who submitted a report favor ing the seating of the Taft delegates in the Ninth district in Alabama R R of Illinois a Roosevelt leader presented a minor ity report Scattering applause greeted the conclusion of the report Governor Hadley of Missouri leader of the Roosevelt forces was applauded as he arose introducing Mr McCormick to submit the minority report Cormick waving the document said the minority of the asked permission to file a minority report but was refused He said the facts In the case would be given to the con vention at a later moment Root Is Aroused Then ensued an incident which aroused the Ire of Senator Root He had begun to state the position he had taken In the matter by saying While strictly speaking there can be no such thing as a minority re port when he was by an outburst of Mr Root pounded vigorously for order and when quiet was restored walked defiantly to the front of he stage Gentlemen of the convention he shouted It when the chairman is talking to give respect ful attention BRYAN PROTESTS AGAINST PARKER URGES POLITICIANS TO OPPOSE ELECTION OF TEMPORARY CHAIRMAN Brands Candidate as a Reactionary Message Chicago June Judge Alton B Parker as a reactionary William Jennings Bryan today tele graphed to a number of prominent delegates throughout the country ap pealing to them to join him in pre venting the selection of Judge Parker as temporary chairman of the Balti more convention The telegrams were addressed to Speaker Clark Governor Wilson of New Jersey Gov of South Dakota Gover nor FOBS of Massachusetts Governor Baldwin of Connecticut and Mayor Gaynor York City Mr Bryan said he would start for Baltimore tomorrow Colonel Bryan appealed as follows In the Interest of harmony I sug to tie subcommittee of the democratic national committee the advisability of recommending as tem chairman some progressive acceptable to the leading progressive candidate presidential nomination I take it for granted commit teeman Interested in democratic suc cess to bers of a convention overwhelmingly progressive by naming a reactionary to solve the keynote of the campaign Eight members of the subcommit tee however have over the protest o the remaining eight agreed not only upon a reactionary but upon the one democrat who among those not can for the presidential nomina tion is in the eyes of the public most conspicuously Identified with the re actionary element of Playing for Leadership of a New Party BY W F PARROTT Chicago June At midnight the republican convention situation is certainly up in the air The dopester is busy and the stories are flying thick and fast The most probable talk Is that a third man will be selected The story comes pretty straight and there are many evidences of it being plausible Roosevelt Ready to Leave To commence the chapter it is said upon the best of authority that Roosevelt has given up his rooms and ordered his private car The car faces east and conflicting stories say it leaves at dawn today Saturday or even Monday The Roosevelt manifesto was issued at 2 oclock Thursday after noon and it is out that it was the last before leaving for home The is calm and rie ermined and is credited with saying that he is home to Issue a call for a third national party Hfc has held many conferences during the last few hours and that he is on some new tact is very evident Politics in Delay The opposition is not Idle although very slow upon its report from the committee upon credentials That there is politics in the delay all will agree and good politics at that Time has been given to the of a third candidate possibility Should Roosevelt leave for home be fore the convention adjourns he will do so no doubt to carry out his threat ot organizing a new pro party To circumvent such action it is but natural that the forces upon the er side should be seeking a candi date of such tendencies In such con favorable eyes are cast upon the Iowa senator It is said that the New York dele gation has been investigating ths Iowa mans Qualifications They have consulted with Senator Root and it is said that the New York senator 5s not unfriendly to the Iowa man Other Dark Horses Sherman of Illinois is also being considered in the connection but for many reasons Is not thought to he as strong as Hushes would suit most of the Taft men and would be their choice if a progressive and available There are two thing making the justice almost impossible He absolutely declines and asks that his name be not consid ered Thera are some objections to Had ley the teal one being his age and He is thought to be too Bolter Have Trouble Summing up the dope Cummins seems to be the choice of the major ity In case it is deemed advisable to seek the new or third man The Cummins headquarters have been popular during the day and evening and the workers are very hopeful Senator Kenyon thinks the situation promising and that a united Iowa delegation would settle the matter The bolters are still having their troubles This is particularly true in Illinois and to bolt or not to bolt is the subject of heated debate behind closed doors throughout the night After a hard day and nights work the sum total of the bolting forces make a total of 155 and this gives them credit for every vote claimed Roosevelt Surely Beaten There is no question but that Roosevelt is beaten and is out of the race That Taft forces control is al so a fixed fact They can nominate him If they so desire if he wishes It and It Is the best thing to do for the future of the party What is best to do is the real rea son for the delay on the report of the Taft credentials committee It Is a saving the party The late story as the lights were being turned down and out was the discussion and advisability of center ing upon either Hughes or Root The former was the favorite Hughes and Hadley Is tbe real personal choice of nine out of ten Taft delegates anii fourteen out of fifteen the nation over
