to be dead The mine caught fire hut It is said that all the other miners have been accounted for Washington D C April 15 The president today sent to congress a special message in relation to the Phil tariff The message transmits the recom by the secretary of war for a revision ot the Philippine tariff so as to permit as much the customs revenue as possible for the islands and at the same time extend to the Islands the principle of a protective tariff for its industries Under the conditions which will arise from the enactment the tariff now pending In congress which provides under certain conditions for free trade between the Philippines and the United States the revenues of the islands will be considerably affected and numerous have been re here on this account The proposed amendments to the are to interfere as little as pos sible with these free trade conditions and at the same time permit the col lection of ample revenue Generally speaking the submitt ed by the president makes a slight in crease In the rates of duty now pro divided In the Philippine tariff but its tramers say its tendency is to Insure as far as practicable the benefit of the Philippine market for American manu and products The makes some additions to the free list There will be an in crease in the Internal revenue duties by which it is hoped to make up the loss which the Philippine islands will sustain by the operation of the tree trade provisions in the pending tariff Internal revenue laws for pines are enacted by the Philippine as The Democratic View Taking issue squarely with dent Taft on the latters Philippine policy Senator Stone of Missouri in a carefully prepared speech delivered In the senate today on the subject of the tariff urged the withdrawal of the United States from the islands within a period of fifteen years pending which the people of those islands should en joy all the benefits of a legitimate trade with this country Summarizing his reasons for not supporting the section of the as it stands Mr Stone said he could not do so because His Reasons First if the islands are to be re as an American territory then they are within the union and their products should have free access to all our ports without restriction or limita tion Second It occupation ot tho Islands is Intended to be only ary and if it be our policy to er them to their own people then we should pass no law which would tend to create such commercial or political conditions between the islands and this country as might delay or em barass tho final completion of our pur pose and Third we are under no such tions to the Philippine people as to make it our duty to support their gov or to build up their indus tries at the expense of our own 1 prefer to stand squarely upon the and do for the Filipinos
