Wednesday with snow In cast and south continued cold WATERLOO GETS TWO LIBRARIES Andrew Carnegie Gives to This City for Library Purposes EAST AND WEST Public Improvement an Assured Fact Through Efforts of Mayor The Carnegie library question fo Waterloo has been Settled Waterloo will not only have a Carne gie library but she will have two ii and both will be the gifts o the philanthropic Scotchman One wiJl be located east side of the river the other oh the west Mr Carnegie gives for the purpose of erecting two library buildings thereby ends the long-drawn-out fight over the location of the library building in Waterloo The arrangement meets with the ap proval of the city council the board of the chamber of commerce anc the library board and it is believed the general public as well HISTORY OF THE LIBRARY The history of the Carnegie library is a one the final chapter of which was written last ing city council a accepting Mr Carnegie's of- fer together with a vote of thanks to Mayor Martin and Andrew Carnegie for their success in getting together on a proposition of such vital importance Ahout two years ago when Mr began to give away libraries with a lavish hand Waterloo ever to the fore made early application was the recipient of a gift of for the erection of a free public library which was to be supported by the city council to the amount of pei year The gift was Lincoln park and ed the council to so decide At a ing of that body an east side man offered a resolution to locate the library in Lincoln park Four east side councilman voted for four west side voted against it Mayor Martin hoping to settle a vexed question to the best advantage of a majority of the citizens of Waterloo cast his vote for the oast side site But the code of Iowa does not permit the passage of resolutions by the city cil by a bare majority vote and the deal was blocked again up at other ings and other followed The council in return for the attempt to block the proceedings endeavored to annual the west side branch of the library and leave that side of the river without this important part of its erary life By another five to vote the council passed a resolution annulling the library ordinance which allowed West Waterloo a the library almost equal to the main brary This action was followed by an injunction sworn out by west side citizens to prevent the annulment of the side branch and there the matter rested for nearly a year MAYOR MARTIN'S GOOD WORK While the public had given up all hope that the city would ever accept the generous offer of Mr Carnegie Mayor Martin had not and he decided in his own mind that have a library and one from Mr too He set to work to secure It and the story of the correspondence between the mayor and Mi- Carnegie is a long one It would require two ordinary editions of the Daily Courier to print all the communications which have passed between Mr Carnegie and people of Waterloo It began in real earnest however when through the efforts of the mayor he secured a two-thirds majority of the council iir favor of locating the library in the the river on extension piers to the Melan arch bridge The board of trade took a hand in the ter at this stage of the game and to prevent the location of the this point took it up with Mr representing that a move would not meet with the approval of a majority of the people and stating that before they would allow it to be ed: here they would seek an Injunction restraining the council from so ing it was one of the most difficult ob- the mayor had to overcome It was evident that Mr had en the letter seriously and diplomacy was necessary to overcome It The correspondence between the mayor and Mr Carnegie which ex- tends over several months is very earnest and shows a desire on the part of the mayor to secure a library for Waterloo under the most favorable conditions possible and a like desire port of Mr Carnegie to give this city such an institution The mayor and the Scotchman be- came so familiar in their business cor- respondence that they related stories and amusing incidents to illustrate points in view and the diplomatic re- lations finally bloomed and bore fruit Despite the opposition of certain ments the conflicting reports sent Carnegie from different sources Mayor Martin finally succeeded in pre- the exact conditions of affairs sans coloring sans factional feeling and in a manner looking toward a tlement vexed question His efforts were rewarded a few days ago by the receipt of the following ter from Mr Carnegie's private tary Dear Yours of the fth received After describing the situation to Mr Carnegie this morning he to say that he never interferes in regard to site building or in connection with gifts he makes for library buildings nor does he desire to do so in the case of Waterloo although he would like to have the authorities consider point His experience is that are built upon very easily accessible sites they are not used freely He has a noted case in one library building in the midst of the population and another on an eminence show very different re- sults simply because of accessibility He imagines a library requiring the walk upon a bridge several hundred feet on stormy nights ing that they must retrace their steps and how the situation would be against its usefulness Mr Carnegie knows that more good would result if there were two libraries one on each side of the river and even if it required a few thousand dollars more he would be glad to give U Mr Carnegie hopes that the good people of Waterloo will excuse his ing so much because it is prompted solely by desire that the library do as much good as it is capable of If however the library upon the bridge is decided upon he will be Judge Richards Refuses to Grant Him a New Trial Case May be Appealed to the Court Eldora Feb The hope of S Blydenburgh found guilty of murdering his wife for a new trial vanished last evening at 5 o'clock when the motion tor a trial was argued before Judge Richards and the court refused to grant it The jury last week found Blydenburgh guilty of murder in the first degree and mended that his
