brought into general considera tion said Senator Davis by aggres sive acts of Great Britain upon the re publics of Venezuela and Nicaragua It was declared by President Monroe in his annual message in 1823 It did not originate from any cause then opera tive within this It was pro by threats of European aggression against the Spanish American republics This fact should always be borne in in construing that famous declara tion The senator then explained briefly the causes leading up to the enunciation of the doctrine and quoted the principal declaration of the message of president Monroe in which his famous was enunciated The Aggressions of Great Britain The recent affair at Corinto was touched upon and then the present Venezuelan trouble The aggressions of Great Britain upon Venezuela have been continuously perpetrated for nearly 50 years They have been so flagrant imperious and uncompromising that diplomatic rela tions have not existed between those countries since 1887 There was little or about the boundry line previous to 1840 About that time Great Britain began to assert extended claims and to follow up the assertions by gradual occupancy until at present she claims territory to the westward of the original for several hundred miles and nearly to the south or east bank of the Orinoco river at its mouth The two nations have been disputing as to the boundry fpi more than bO years and during nearly every year of the contention Great Britain has changed and enlarged her claims until now she stands upon Her Present Exorbitant Demand of about twothirds of Venezuela south and east of the Orinoco It reduces the area of Venezuela by at least 70000 square miles Venezuela powerless to resist has over and over again offered to submit The United States has requested Great Britain to consent to settle the question in way The same request has been made by Spain and by 10 of the Spanish American republics Great Britain has repeatedly refused and has continued her encroachments Venezuela is our nearest neighbor in South America Its capital is six days journey from Washington The mouth of the Orinoco liver is about six days voyage by steamship from New York Our commercial relations with Venez uela are most encouraging and are in creasing in value Her coast fronts towards the Gulf of Mexico Jamaica the Windward islands and the outlet of the Nicaragua canal Intervene or Abandon the Doctrine Considering this situation and the other facts to which I have adverted in relation to the seizure said the senator I say most confidently that the United States ought to intervene in the busi ness or formally abandon the Monroe doctrine as a scarecrow which will no longer frighten It will be asked in what manner should government assert these principles in cases where their tion is deemed by it as dangerous to our peace and safety I answer by all means within our power exhausting first the resources of peace and these failing an appeal to force Does Not Apprehend Trouble I do nob apprehend any war with England arising out of existing condi tions or out of anything which we can forsee She is a prudent nation with all her power She has given in the Dominion of Canada a hostage of peace to the United States far the utmost tha she can hope to obtain or inflict by war I think that firm re monstrance and an attitude so ing that it will
