the surrounding country After speaking of the regularity with which panics occurred and the similar regularity with which they were fol lowed by a proposition to mend mat ters by using bad money the fact that they had always been remedied with out the use of unsound currency of the absurdity of the claim that the price of silver and the price of wheat and cot ton kept step Secretary Smith said The value of silver bullion has fallen since 1873 on account of the lessened cost of production on account of the enormous increase in productionand on account of the decreased demand Al of these elements entered into anc helped cause the reduction of the value of silver ti To restore the price of silver to its value in 1873 you must remove all the causes which have reduced its value Concede for the sake of argu ment that the action of the United States was one of those causes it is il logical to claim that the removal of tins one is the removal in effect of all others No Need Even to Try It f But it is urged that the States should try the experiment and if it failed then abandon it or change the ratio Thex facts stated show con in advance that it must fail To lift the value of grains of silver in the United States from 50 to 100 cents it would be necessary to lift the all the silver in the world to the same extent less the of transporting it to the United States In addition to this if the silver mines can afford to continue increasing their production as they have from in 1873 to on a market which has fallen 50 per cent what would they produce on a market which had risen 100 per cent The volume to bs raised in value ex tends to the earths deposits as well as to that heretofore rained The Effect of an Election The immediate effect of the election of a president committed to such policy would be the separation of the gold and silver dollar the gold dollar going to a premium of about to We would lose at once about 000 in gold now in circulation and in the treasury greenbacks amounting to still outstanding would ba hoarded with the hope that the silver if passed at all would still be re pealed This would take place imme after the election of a president in November 1896 and probably even after the nomination by either of the great parties of a free silver candidate The new president not be in until March 4 1897 Dur ing the six months or it would be possible to pais free silver legislation the contraction of che cur rency just described would precipitate most serious consequences Those own ing gold obligations would put a strain upon the remaining silver currency and j the bank to bur gold to meet i their gold obligations Currency Be Useless The currency consisting of checks and bills of exchange amounting to 95 per cent of our entire currency would go out of use in consequence of loss of confidence and credit and the result would be the withdrawal of per cent of our entire currency and the paralysis of business would immediately follow Banks would be raided by their depositors not payable in gold would be collected at or the property owned by debtors taken from them Merchants would fail manufactories close workmen be idle farm products without a market and poverty and distress willbe found on all sides Picture Xot Overdrawn Concluding he said The picture is not overdrawn When I contem plate it there is but one source of com fort it is an abiding confidence that with twelve months of full free dis cussion the American people can be relied upon to overwhelmingly defeat any party which proposes to bring such silver question was resumed in the Illinois Club house The sixth days talk was opened by Mr Harvey He said that the debate of the last session was of value as sho wing that during the past 40 years silver had been steadily coined in spite of the assertion to the contrary that by the table from the reports of the mints fche commercial ratio between gold and ilver had been maintained at about the French coinage ratio of to 1 for 200 years that during the two years since 1878 as the result of de the commercial ratio had declined to 32 to 1 that in the years prior to 1873 the quan tity or ratio between gold and sil ver had ranged from 56 of silver to 1 of gold to 4 of silver to 1 ftf gold and that during all that time the commer cial ratio had clung closely to the legal ratio During all that time the com price of silver bullion had re mained steady Since 1878 it had steadily and rapidly decreased It was influence of London in exchange to all parts of the world which led to gold being recognized by the world as the standard in all com transactions Mr Horr in his opening remarks proceeded to call attention to what he called misleading statements in Mr Harveys book For instance he de season We do not usually begin to ship before the middle of August in earnest but the grass is excellent and cattle are in good condi tion The shipping will spread from the territory mentioned as good as last but better prices will prevail DURRANTS TRIAL BEGUN Motion for a Change of Venue Made by Defendant SAN FRANCISCO July trial of William Henry Theodore Durrant for the murder of Blanch Lament in Emanuel Baptist church last April began this morning Upon its con he will be tried for the murder of Minnie Williams committed in the same edifice The attorneys for the de fendant moved for a change of venue In support of the motion Durrant had a bulky affidavit containing all the ar ticles published in local papers concern ing Durrant and connecting him with the Emanuel church murders to discuss the probability of the length of the the next session of congress Public opinion is largely in favor of a short session and is based on the belief that both parties will want to get away programme and few have suc in putting it into execution QUESTION OF SUFFRAGE It Is One of Considerable Importance i Now WASHINGTON July 24 Delegate elect Frank Cannon of Utah outlines what will probably prove a very inter esting question in connection with the election which is to take place in that territory next November when the constitution adopted by the recent con convention will be present ed to the people for their ratification or rejection and when also state and county officers will be voted for The constitution provides for female suffrage and the Democratic leaders have taken the position that under this provision the women should be allowed to vote at the election in November especially in view of the fact that of are to be elected The Republi cans on the other hand contend that Utah is still a territory and that this election must be held in accordance with the forms provided by congress which do not permit of the exercise of the elective franchise by women A engaged in conversation with a dray man Patrick McNamara approached him and without a word of warning began shooting at him with a revolver The first bullet struck Mr Maher in the back Maher ran and McNamara followed him up and emptied his re volver none of the other shots taking effect Mr Maher had recently sued McNamara for attorney fees winning his suit which angered McNamara Doctors succeeded he holds that the Duluth and Iron Range road is entitled to its land grant which was forfeited in and renewed a few years later when the company was al lowed to change its terminal point Found a Stained Dress the police examination of the house of H H Holmes a portion of a womans wrap per torn and stained was found The gown was of dark goods with white trimmings and on the white cloth were found several dark spots resem bling either iron or blood stains The nature of the stains could not be deter mined and the dress was sent to police headquarters where an analysis will be made Illinois
