and in an Increase of Nearly in secured circulation of the month The aggregate circulation on May 1 will probably exceed and will be larger than at any time since July 1889 when the process of reduc tion had been steadily going on for five years The bonds on deposit to secure circulation at the close of last week possessed a face value of as compared with on Feb and on March 31 The bond deposits do not always coincide exactly with the circulation as they are required to be deposited before the circulation is issued Establishing Ranks An more striking proof of re viving business activity is afforded by the applications for authority to estab lish new national banks which have recently been raining upon the comp troller of the currency The number of new banks organized which ran as high as 307 in 1890 fell to a mini mum during the panic and many applications made in the spring of 1893 were with drawn or abandoned The whole num ber of banks organized during the years covered by the comptrollers report ending Oct 31 1894 was only 50 smaller than in any year since 1879 The banks organized during ths six months which have now nearly closed since the last report have numbered 14 and the applications now pending and awaiting action are 31 Stamped Paper indication of the expanding volume of trade is afforded by the is sues of stamped paper by the postoffice department The term stamped paper is the technical designation at the department for postage stamps en and all forms of postage These issues were larger during the quarter ending March 31 last than for any quarter in the history of ths govern ment exceeding by about the largest preceding quarter which ended March 31 1893 at the period of the greatest expansion before the panic Mr Hazen who served for many years under the Republican administration as third assistant postmaster general and was retained because of the value of his services more than half of Mr Clevelands first term demonstrated after the depression of 1884 by an elaborate series of statistics that the sales of stamped paper fluctuated al most exactly with the state of business tattle Gold Withdrawn The restoration of confidence in the treasury since the conclusion of the re cent bond contract is indicated in the opinion of the treasury officials by the falling off in the presentation of gov paper money for redemption in gold It was these Auditor Dunn has sent out notices to several large lumber firms throughout the state that are suspected of having failed to make complete returns of the timber taken by them on state lands during the past half dozen or more years The returns made by the sur general Auditor Dunn says do not tally with the scales made by the auditors men or with the estimates of the Staples pine land ing committee the surveyors eral in nearly every case showing less timber on the land in question than was supposed to exist there and now the auditor wants a full accounting The notices sent out call for a total
