Pioneer Press The boycott is to be reinforced by the sympathetic strike The Knights of Labor at the request of the A K U have called out on a strike the railroad men engaged in operating switches and tracks in the Union stock yards at Chicago unless the packing companies will refuse to patronize the trains of the companies which use Pullman cars This action throws all the thousands of men em ployed in the packing houses of Chica cago out of employment What good it will do the Pullman strikers to add all these thousands of workingmen to the great army of hungry unemployed at Chicago Mr Debs has failed to ex plain Nor has anybody told us what good it will do the Pullman strikers to add many thousands more of railroad men to the multitudes of unemployed in all our Western cities and towns and multiply by many times the number of unemployed along the lines of all the twenty railroads which the A R U have undertaken to tie up in Chicago Alcohol and its Effects The Splendid Runs well do anything else if they desired for they are operating th Pullman sleepers under contract which forbid them to use any othe But they are resisting the boycott no on this ground but because it present the simple issue whether the owners o the railroads shall control their prope tiea or surrender them to the manage ment of Mr Debs and his associates But it presents another issue of muc more importance The railroads ar public highways as well as privat properties They are private proper ties held for public use Mr Debs an his associates have undertaken to de prive the public of the use of thei highways The public will have some thing to say on that question when Mr Debs shall have carried out hi somewhat ambitious programme fa enough to be a serious public And in course of time we shal find out whether the sovereignty of thi country belongs to Mr Debs or to tin American people Sioux City Journal says theri are some indications that there may be some fun in Sioux City ere long ove the liquor selling question It is given out that the union wil employ attorneys to see that the Mar tin law is enforced By this they mean so they say that the saloons who have not filed bonds consent of the proper ty owners fifty feet etc will be made to do so or quit business and that the drug stores will have to fore go selling on Sunday But some of the druggists and not in the union say that the union fellows do not want to get too smart or they may get into trouble They point to the fact that there are several provisions of the Martin law that the union chaps are not obeying such as closing at 10 p m having no chairs or tables having but one entrance etc and these may be enforced also without very much trouble To Save Drowning People The drowning season has set in with unusual severity this summer The ne for every human creature to learn to swim has been emphasized till the world is weary of hearing it yet almost every day there is news that hapless mor tals have lost their lives through not knowing how to keep their heads above water Next to being able to swim the most important thing in connection with accidents on the water is to be able to rescue from drowning somebody who cannot swim The following directions for this contain useful hints It is essential that the man in the water be reached as speedily as possible Therefore n rapid plunge into tho water nearest him would be the first thing to do It is better to run along the shore of a river to a point above where the man is in order to have the assist ance of the curron t in reaching him thus sav ing your strength which will be needed later Be sure to approach him from behind grab bing him in such a manner that your loft hand which passes his left arm may crasp his right wrist firmly and press him firmly toward you Then swim toward the shore upon your back being careful to make use of the current all you can The right hand is kept entirely free and can be used in swim ming Only tho faces of tho Uvo will be visi ble above the water and both bodies will bo carried more by the water according to tho specific the rescuer having the task of moving forward The rescuer cannot be grasped by the ono rescued as the latter cannot turn to the right because his wrist is firmly held nor can he turn to tho left because then tho rescuer would pull tho left shoulder closer to his own If the first attempt to grasp tho drowning man bo not successful try it again The objection that if a drowning man grasp you it is impos sible to shake him off is groundless Tho man drowning will always try to keep his head above water Therefore all the rescuer has to do la to dive under the water and the man will immediately let go Tho method is advocated by the leading societies everywhere and it has been stated that except in dinary circumstances one cannot drown so long as ho retains his presence of mind and is occupied with one person only Let everybody remember that to save a fellow being from drowning depends in every case not so much on the rescuers skill as a swimmer as on his cool and quickness of action Does It Pay Dr Cornelius Herz the briber in the Panama blackness sufficiently There is usually no pretense about it either Often his health is irre broken and his death is only a question of time His reputation is irre gone too as a general thing This has been true over and
