Cooper Evans Center would lose big chunks of Republican territory and pick up heavily Democratic Johnson County in the latest plan unveiled Friday by the Legislative Service Bureau The plan also throws together two Democratic members of the U.S House Reps Tom Harkin of Ames and Neal Smith of Altoona The Service Bureau's Plan 3 throws together two state senators from Northeast Iowa Rolf Craft corah and Dale Tieden On the House side two Republicans from Hardin County Reps Dick of Iowa Falls and Lisle Cook of Hubbard are placed in the same dis- Also thrown together are Reps Map on page A3 senators Democrat Ted Anderson and Republican Dick Comito in the same district is one major change in rent Black Hawk County legislative district lines which could prove of major political importance The current districts of Reps Tom Lind and Rapp D- Waterloo basically are in PlanS Rapp now lives at 1032 Vine St and the proposed House District 26 in which his residence is located includes traditional Republican territory now represented by Lind Lind on the other hand would be in a district No 25 which includes traditional Democratic territory residence is in the far northeast part of proposed House Dis- 26 surrounded on three sides by proposed House District 25 ALSO SEPARATED are Reps Jim Johnson and Semor Tofte Decorah Plans 1 and 2 they were placed in the same district Throwing Smith and Harkin into the same district is bound to bring some complaints from Democrats although Republicans can point to the fact that the plan was put together by the non- partisan LSB Republicans in the Senate rejected Plan 1 during this year's regular legislative session primarily because it threw two Republican members of the U.S House Leach of Davenport in the 1st District and Tom Tauke of Dubuque in the 2nd District For Evans Plan 3 is the worst of the three put together by the Service Bureau Gone from the current 3rd District would be Buchanan Cerro Gordo Franklin Hamilton Hancock Hardin and Wright counties Added to the district would be Benton Iowa Johnson Poweshiek and Winneshiek counties The biggest surprise is the addition of Johnson County to the 3rd a county which traditionally votes De- HAMILTON COUNTY would be added to the 4th District where Harkin and Smith are thrown together Buchanan County would become a part of the 2nd District while the remaining counties lost from the 3rd would be placed in the 6th District Plan 2 also placed Hardin County in the 6th change which caused complaints from Republicans in the county Contacted in Washington Evans remarked that the third plan does not do me any favors However he said I'm very philosophical about such things and I'll wait to see what happens Rapp who ran unsuccessfully for the U.S House in 1974 and 1976 said the proposed new 3rd District makes it more likely than ever before that a Democrat could be elected Serge Garrison director of the LSB described Plan 3 as it applies to congressional districts as statistically the best of the three plans For incumbent Black Hawk County state legislators other than Lind and Rapp Plan 3 would be much less disruptive than Plan 2 which tossed Anderson and Comito together and created an open Senate district which included a portion of Cedar Falls There are no major changes in the current lines of the House and Senate districts in the county except for the Lind and Rapp districts THE LEGISLATIVE plan meets population deviation standards better than Plan 2 for the House and is almost the same for the Senate The districts embrace more ties than MARK KLEIN Courier Staff Writers James T-Bone Taylor pleaded in- nocent to two counts of first degree murder Friday a week after he was arrested at the edge of La Porte City for the July 12 slaying of two Waterloo police officers Before a packed gallery of at least 50 spectators Taylor appeared calm and even smiled at times as his attorney entered the innocent pleas for him in one of the small courtrooms in Black Hawk District Court Security in the courtroom was tight Sheriff's deputies checked onlookers with metal detectors at the entrance of the courtroom Judge Peter Van Metre who will preside over the proceedings in the case tentatively set a trial date for mid-October but later decided against the date as it was too close to the day speedy trial deadline A TRIAL date most likely will be set sometime in September or early tober Meanwhile court officials are re- searching the procedure for moving Taylor's trial out of the such a move is requested Alvin Davidson public defender who is representing Taylor said Thursday it may be impossible to find an im- partial jury in the state because of the extensive publicity the case has re- I Taylor 28 of Franklin St is accused of the shooting deaths of Waterloo policemen Wayne Rice and Michael Hoing July 12 during a routine call at a residence Taylor's arraignment Friday lasted about five minutes His feet and hands shackled Taylor looked different than the man who was captured in a beanfield near La Porte City Taylor the object of a massive manhunt eluded officers for five days after the policemen were shot He later told police he had been hiding in cornfields and eating raw com for nutrition DAVIDSON SAID Taylor would not ask to waive his right to a speedy trial at this time That would mean that the trial would have to be before Nov 13 but Davidson asked and was granted the right to waive a speedy trial at any time before the November date Davidson also asked the court to reserve him the right to request a non- jury trial at any time County Attorney David Correll re- this request saying a legislative statute passed this year by the Iowa Legislature says the decision on a jury or trial must be made at least 30 days before the trial begins Judge Van Metre overruled Correll's resistance and allowed Davidson the right to make that decision any time prior to the trial Van Metre said the new legislation can be overruled by a judge He said attorneys frequently don't know whether to go jury or 30 days before a trial He said the legislation is too restrictive Before the arraignment Van Metre said he did not know the procedure for moving the trial out of the state He said he had never heard of a District Court trial being moved out of state ORDINARILY trials are scheduled elsewhere around the state if a trial judge agrees it would be difficult to find an impartial jury within the area the crime occurred But Davidson said he may consider asking special consideration to have the trial moved outside of Chember of Commerce has during a long career successfully pioned a number of government reforms During his early years as mayor of Waterloo he was active in the battle for reapportionment of the Iowa General sembly It took a lot of hard work by a lot of people over a long period of time before fair reapportionment was accomplished with considerable help from the courts LATER IN HIS career Touchae was a leader in a successful statewide campaign to get cities a larger share of the road use tax fund Before his recent retirement he had an Severin opportunity to watch the Legislature ing first hand while he served as a lobbyist for the Iowa League of Municipal Utilities Now with time on his hands Touchae has found a new cause The years he has spent on Capitol Hill have brought him to the conclusion that annual sessions of the Legislature are a horrible mistake I happen to agree with Touchae I thought annual sessions were a bad idea when first proposed We have now had 10 years experience with annual sessions and it appears to me they have produced a lot of bad law produced legislators more interested in being re-elected than in good government and have been costly to payers with few compensating benefits Most lowans who think annual sessions are a bad idea are inclined to believe that it would be difficult to return to biennial sessions BUT NOT Touchae the winner in other tough political battles He recently I feel that the people of Iowa are so damned disenchanted with the actions of the present Legislature that they are ready for most anything to solve this annual rat believe that a vote held on a return to biennial held in pass by a large margin I am not that optimistic But if a leader with the conviction enthusiasm and ability that Touchae displayed in the fight for a fair division of road use taxes should show up to lead the campaign it might be possible to get the job done truce is reported holding By The Associated Preas The United States
