to DES MOINES IA April the evening session last night the bouse passed 11 P 873 the Railway Control btH with the amendments recommend ed by the conference committee which reached an agreement during the after noon The main feature upon which the committee disagreed was the long and short haul clause as amended by the senate this section read as follows SECTION 5 That it shall be unlaw ful for any common carrier subject to the provisions of this act to charge or receive any greater compensation in the aggregate for the transportation of passengers or a like kind of fora shorter thin for a longer over the same line in the same tion the shorter being included within the longer distance but this shall not be construed as confining authority on any common carrier to receive as great compensation for the shorter as the longer distance This amendment the house refused to concur in and it was on this section that the committee worked for five days before reaching a decision Finally the following substitute was agreed upon SECTION 5 That it shall he unlaw ful for any common carrier subject to the provisions ot this act to charge or receive any greater compensation in the aggregate for the transportation of passengers or of a like kind of property for a shorter than for a longer distance over its portion of the shorter haul being included within the longer And said common carrier shall no more for transporting freight to or from any point on its railroad than a fair and rate as compared with the price it charges for the same kind of freight transportation to or from any other point The amendments to the also pro vide that railway companies guilty oC extortion or of unjust discrimination shall be liable to a line of to for the offense aud from 55000 to 810000 for the second and subsequent offenses These lines may be collected in civil or criminal actions What the effect of this will be remains to be sei n One prominent railroad man said today li all re must contract on the most advantageous the right to re ject bids being reserved It is further provided the question of furnish ing books to pupils free of cost may be determined by a vote of the people of the school district If it is decided to furnish the books free they are to be issued by secretary to the teachers who must give a receipt for them and the final of the teachers salaries shall not be made until all books in their care are accounted for The books are lo be purchased out of the contingent fund of the district suid provisions must be made for such pur chise when the levy for that fund is made The party contracting to fur such books must give a bond in such sum and with such sureties as the county superintendent shall ap prove It is probable that some such as this will finally pass the House The House has refused to concur in the Senate amendments to the House railway The most important of the amendments are as follows Strik ing out the word unjust before dis crimination wherever it occurs mak ing the provisions of the long and short haul interdiction apply only when the is included in the long haul requiring the board of commis to give notice when they will make a schedule of rates and giving interested a chance to be heard before the commission A conference committee of five members of both House and Senate had been appointed to try and reconcile the two Houses on this question Both bodies have passed the pro viding for the election of the railway commission and fixing the number of members of commission at three In the meantime Gov has appointed Gov Campbell commissioner to succeed L S Colliu The House aud Senate are at outs over the tax levy The Senate passed a making a levy of onehalf mill in to the regular two mill tax levy for the years 1888 and for the purpose of paying off the State debt The House amended this by making the extra half mill levy only apply to the year 1888 The Senate re fused to concur in the amendments and th House refused to recede aud a committee on conference has been ap pointed The railroad strike continues to spread and Monday Ma ager Miller of the St Paul road stated that 5000 men along their the promotion of the interest of the city FROM THE CAPITAL DES March the House this morning the Bohemian Oats was called up and the vote by which it was lost was reconsidered The was then amended to make it similar to the Michigan law In this shape it was passed by a vote of SI to 30 The consideration of the school book bills was again taken up and the en tire time of the session until nearly six p m was spent in the discussion of the Wilbur substitute for the commit tee Mr Wilburs pro vides for State uniformity Of text books and the appointment of a State commission to establish a State series of text books and let contracts for fur such books The reported by the House committee provided for the district purchase plan After a long discussion a vote was reached on the substitution of the Wilbur for the one recommended by the commit tee and it was defeated by a vote of fortysix ayes to forty nine noes Dur ing this discussion the Senate was also engaged upon the same subject The original school book offered by the Senate committee was somewhat simi lar to the Wilbur in the House Senator Harsh of offered as a substitute a similar to the House committee Just before adjourn ment this evening a vote was reached and the Harsh was substituted for the committee by a vote of thirty to fourteen The was then consid ered engrossed and put on its passage and passed by a vote of thirtyeight to four It was then sent to the House and the friends of the Wilbur tute claim that the announcement that the senate had sat down on State uni BO bard had much to do in bringing about the defeat of the Wil bur substitute The Harsh substitute adopted by tho Senate provides the district pur chase plau and empowers the directors school districts to advertise and mother being severely
