administration which Senator Penrose declares he will push after the legislature reconvenes on January 22 The war board was formed at the conference of Penrose lieutenants from all parts of the state It is composed of the most powerful leaders in the legislature Their combined power can hold up every ad interim appointment and direct the Penrose legislative of tying up the appropriations and forcing the investigation and resolutions through the Senate and House The entire program that will be launched by Senator Penrose against Governor be planned in detail at a four days conference to be held in Atlantic City starting Thursday All of the members of the war board will be present and they will decide whether proceedings will be instituted in the legislature to impeach the governor or whether the charges against the governor will stop just short of impeachment and will be investigated by the legislature and prosecuted in the criminal courts of the state Senator Penrose will preside
