   New Braunfels Herald Zeitung (Newspaper) - March 26, 2011, New Braunfels, Texas                                 Saturday, March 26, 2011 — Herald-Zettung — Page 3A  OBITUARIES  Paid  advertisements  Gaston Joseph (Gat) Lemoine  Gaston Joseph (Gat) Lemoine, age 67, of Wimberley, Texas, passed away suddenly on Tliesday, March 22,2011.  He was born on October 25, 1943, in Bunkie, Louisiana, graduated from Louisiana State University, and served as a Lieutenant in the Air Force before beginning his career in the retail business. He spent most of his career as an officer of Dillard’s Inc., managing the company’s Southern United States region, dren, and many nieces and  with over 300 stores. He retired in 2006.  Gat was preceded in death by his father, Gaston Lemoine, mother, Kate Lemoine, and sister, Marilyn Mahler. Survivors include his wife “Pamie”; son Brett Lemoine of San Jose, California; daughter Yvette Masters and son-in-law Cory of Laplace, LA; daughter Tara Null and son-in-law Jeff of Virgin Gorda, British Virgin Islands; and son Zach Williford and daughter-in-law Michelle of Hurst, Texas. Gat is also survived by his mother-in-law, Evelyn Roesler, and two beloved grandchildren, Sydney Null and Logan Masters. Other survivors include brothers- and sisters-in-laws, “the cousins” from Louisiana and their children and grandchil-  nephews.  Gat loved sailing, reading, electronics, and his dogs Godi-va and RJ. He also loved the Texas Hill Country and his beautiful home in the hills. He liked nothing more than sitting on the porch with Pam enjoying conversation and a good glass of wine.  A memorial service will be held at 3:00 p.m. on Sunday, March 27,2011, at Thomason Funeral Home, Ranch Road 12 North, in Wimberley. A reception will follow. She was preceded in death by her husband, Victor Lopanec; daughter,  Virginia Isabel), and daughter in law, Joyce Lopanec. Her love of life and her devotion to her family will be greatly missed.  She is survived by son, Gene Lopanec Sr. of New Braunfels; grandchildren, Pam and Norman Lehmann, and Gene and Christie Lopanec Jr., both of New stories to tell, the world has  Braunfels, Mike and Julie Lopanec of Indio CA, Vicky and Charles Buckner, Terri and Eddie Buckner, Dorinda Isabell, Geraldine Isabell, and Greenville and Debra Isabell all of Houston TX; 25 great grandkids and 26 great great grandkids, and she dearly loved them all. Mary and her husband ran, for many years the River Court Motel in New Braunfels and were involved with the Eagles Indge and tlie Wurstfest Association many years ago. She had 93 years worth of the most wonderful  lost a beautiful soul. Visitation will be Sunday from 3-5 p.m. Sunday at the Zoeller Funeral Home. She is survived by her husband, George; her sister, Florence Tucker and husband Jordan; niece Cindy Tucker, Susan and husband Kennard Bowen, and many, many friends. She is preceded in death by her mother and father, Phillip and Frances Kallus and sister, Dorothy Cherney.  Rosalie worked for the Civil Service for 22 years, and after retirement joined her husband in the operation of Goepf Jewelers. She liked to bowl, was a great cook, and  loved to be with her friends.  Funeral Service with no viewing will be held 2:00 p.m. on Tuesday March 29,2011 at the Doeppenschmidt Funeral Home chapel with interment to follow at Guadalupe Valley Memorial Park. T he ruling by U.S. District Judge Robert JuneU Friday says the law doesn’t muzzle the First Amendment right to free speech as had been alleged by a group of plaintiffs that included City Council members from Alpine and 11 other Texas cities.  JuneU wrote that the state law protects “the compelling interest of governmental transparency.”  Texas Attorney General Greg Abbott, the named defendant, praised the ruling as a victory for democracy and the First Amendment.  "Today’s ruling is a great victory for democracy and the First Amendment. Openness in government is a First Amendment virtue, not a First Amendment violation. This guarantees the public will continue to have access to information about how their government works,” he said. When the officer arrived at the location of the reported emergency, he was approached by Javier Flores Jr., who, according to a statement by the department, attacked the officer with a butcher knife.  The statement says Officer Paul McDoweU fired at Flores, killing him. McDowell was taken to a nearby hospital where he received treatment for wounds to the chin, cheek and hand.  HOUSTON (AP) — Victims of child pornography around the country could have an easier time getting restitution from those convicted of possessing such images, according to a federal appeals court ruling this week in a Texas case.  But legal experts say the issue now may have to be decided by the U.S. Supreme Court because courts throughout the United States are split on how to award such compensation.  The 5th U.S. Circuit Court of Appeals on Tuesday ruled that federal restitution law doesn’t generally require victims to specifically detail how an individual defendant has harmed them in order to  receive restitution.  Other national appeals court rulings, including in Georgia and Montana, have upheld restitution awards against individuals convicted of possessing child pornography.  But those courts interpreted federal law to require that victims show a more direct connection between what a defendant did and the harm victims suffered.  Unemployment rate in Texas dips to 8.2 percent  AUSTIN (AP) —The unemployment rate in Texas dropped slightly to 8.2 percent in February powered by a fifth consecutive month of job gains, the state’s employment agency said Friday.  The jobless rate was down from 8.3 percent in January after total nonfarm employment increased by 22,700 jobs, according to figures from the Texas Woiitforce Commission. The state has gained 254,200 jobs compared to a year ago, the agency said.
