"It's been like this for months. Eveiy week, they're out here and make a mess but it doesn't get fixed," Pimentel said. For months, city crews have made periodic visits to the neighborhood to pump sewage with a vacuum truck from another waste water main alongside Field Street that failed in late November. The city council lliis week authorized paying $92,802 to DuMor Enterprises Inc. for the emergency work. NEW BERLIN MISSING MAN FOUND SHOTTO DEATH - A weeks-old Seguin missing person case became a murder investigation late Sunday. Guadalupe County sheriff's Lt. Kevin Jordan confirmed Tuesday morning that a body found off of FM 775 at the Guadalupe/Wilson county line Sunday night was that ofVicente "Vincent" Garcia. Wilson County Precinct 3 Justice of the Peace Jim Burdette pronounced Garcia dead at 7:30 p.m. and ordered an autopsy. An official with die Bexar County Medical Examiner's Office on Tuesday would say only that Garcia had died of gunshot wounds. An autopsy report would not be available for three to four months, and inquiries were referred to Burdette. Matters of Public Record By Suzanne Ashe StaffWriter The New Braunfels Parks and Recreation Department is gaining ground with its land acquisitions earmarked for new parks. The Jan. 3 purchase of 58 acres of undeveloped land on County Line Road, immediately south of FM 725 known as Fischer Park, follows the 2001 purchase of land for die planned Torrey Park. Parks and Recreation director, Stacey Laird said a formal bid for construction of the Torrey Park project, located on the comer of Torrey and Gruene roads, was sent out for a formal bid within the last 10 days. In 2001, the city purchased the 5.25 acres for the park for $170,000 with funds allocated by the city's 4B board. Laird said the parks board conducted a meeting with residents who live in the Torrey Park area in 2006 to plan the park's development. "It's their park and about 30' residents came out to the-meeting," Laird said. "We want-' ed to see what types of things i they would like to see there, and what tilings they would-, n't like to see." Laird said Wade Tomlinson,, the city's park planner, designed, a walking trail and parking lot on the propertybasedonresidents' suggestions. The park will be completed in two phases, Laird said. "Phase 1 will be to build the walking trail and parking lot, she said. "And in Phase 2, a small building on the properly will be renovated for use as a meeting facility for family reunions and picnics." Other bids sent out for construction on other park improvement projects include the Landa Park playground construction and a walking trail at the H-E-B soccer complex.
