State wants company to have plan for mulch fire HELOTES (AP) —State regulators want tile owner of a site where a massive mulch pile has been smoldering to provide a plan to extinguish the blaze. The Texas Commission on Environmental Quality also is contacting a private firefighting firm in case the state needs to take over putting out the fire, said Richard Garcia, the agency’s regional director for the San Antonio area. I LL. Zumwalt Construction Inc. owns the land and pile of brush and wood chips that have been burning since Christmas in Helotes, about 15 miles northwest of San Antonio. The company has a permit for the pile as part of a recycling operation. Hie smoldering pile is within a mile of two schools and near several neighborhoods. It also sits on the Edwards Aquifer recharge zone, leaving concern that chemicals used to fight the fire could trickle into the water supply.
