rtuev A i i BY RON MALONEY Staff Writer Comal County Commis sioners will be updated Thurs day on the progress of several issues related to the flooding this past July Precinct 1 Commissioner Jack Dawson reports that the South Dam Access Road pro ject is nearing completion Theyre busy out there I was talking to County Engi neer Tom Hornseth and it could be ready to open by the Dawson said Hornseth said his road crews were working on the project with Dean Word Com pany employees Its going to be pretty Hornseth said One of the things thats a real concern is the weather Theres a fore cast of rain Wednesday and Thursday and thats one of the things we cant control Were just going to press Dawson said that while the road is expected to open it would be a few weeks before the county could pave it Were looking at a situa tion where you can drive across it at the speed limit Well use the concrete bumpers for safety and well have a good dirt calichetype road It wont be any incon venience except for a little dust along that 200 feet of Dawson said Two weeks ago Dawson was charged by the court with responsibility to negotiate stream flows in the Guadalupe River during the final phases of the cleanup from the July 2002 flood which is now under way Hes worked out an arrange ment with the Army Corps of Engineers under which releases are being kept to minimal levels to facilitate cleaning in the riverbed Tve been working with the Natural Resource Conserva tion Service folks the con tractor in the river cleaning it up and the Corps of Engi Dawson said We know we have an abundance in the flood pool right now about 911 feet above mean sea I know Fort Worth is anxious to dump that Dawson said Were working frantically to get done so we need to keep that flow lowered The GuadalupeBlanco River Authority is working down stream from New Braunfels and theyre asking for the Corps to delay as Daw son said The Corps has agreed to allow water to build in the reservoir through Feb 14 when it will be dumped at high flows through Feb 19 to lower the flood pool Then flows will be cut back to 200 cubic feetpersecond or lower Dawson said The cleanup is required by Sea World to host job fair Feb 3 Hundreds of jobs will be offered at the Seaworld San Antonios 2003 Job Fair Feb 3 from 9 to 7 Job seekers can fill out the necessary paperwork and be interviewed by our profes completed by the end of March Dawson said Work is proceeding on the federal buyouts of flooded property Dawson said Were going smoothly and were getting them done Well probably have them all fin ished sooner than we antici Dawson said The next step for the coun ty will be to develop policy on how to deal with nearly 30 vacant lots in neighborhoods such as Horseshoe Falls Estates When the time comes for us to study and decide what this policy is were going to want public Dawson said In 1998 we didnt need a policy because all the lota were contiguous and we made a park out of Dawson said This time we have 20 some lots all over the Now theyre a patchwork We have to decide how were going to utilize these The rules say we cannot resell them and we cannot build on Dawson said Our main goal here is
