Writer A 48yearold New Braun fels woman arrested in October over an alleged sexual relationship with a 14yearold boy was in dicted Wednesday on a charge of indecency with a child The Comal County grand jury impaneled on Wednesday indicted Ja cqueline G Merrill on a charge of indecency with a child by sexual contact If proven the allegation is a seconddegree felony punishable by from two to 20 years in state prison and a fine of up to Sheriffs detective Wayne Lehman arrested Merrill at her workplace on Oct 1 2002 after a threeweek investigation into alleged sexual mis conduct with a 14year old New Braunfels boy She posted bail and was released from custody Lehman said he be lieved Merrills relation ship with the boy had been going on for nearly a year when she was ar rested Dispatch MJrimeoftheweek FISCHER It was about on Jan 2 when a woman discovered a pickup truck leaving her property in the 800 block of Mimosa Court in the Rancho del Lago subdivision which is off Ranch Rd 32 whether District 3 Council woman Debbie Flume acted improperly in a council vote this past October was post poned for lack of a quorum New Braunfels City Attor ney Charles Zech said Sat urday he took the action to save the city legal fees for the attorney the city hired to rep resent the ethics panel I didnt want him coming up here if we couldnt guar antee a Zech is seeking to have the meeting rescheduled later this month James N Patrick a former ethics commission member who now serves on the Infra Corp 4B Board filed a complaint Dec 2 2002 alleging that Flume acted improperly when she voted to delay ac tion on floodrecovery maps The maps prepared by a contractor for the Federal Emergency Management Agency could be used to re draw floodplains in New Braunfels possibly causing restrictions on use of some properties Flume owns a construction firm with her husband cus tom builder Michael Flume They were building a home on Rio Drive that was wash ed away in the July flood Flumes company began rebuilding the home shortly afterward Flume did not participate in discussion on the citys adoption of floodrecovery maps and abstained from the vote to adopt the maps Piecing together and quilt ing small colorful blankets for orphaned children in Rus sia has resulted in lessons of giving gratitude apprecia tion and the knowledge of the needs of a country far away for New Braunfels High School students Were not doing this for said sophomore Shannon Helfert Were do ing it to keep the little ones During the fall 2002 semes ter teacher Judy Heyden began developing goals and objectives for a philanthropic project she affectionately re fers to as Blankets The multifaceted project is designed to build students selfesteem improve grades develop a sense of giVing expand students geographic knowledge build math skills generate patriotism and ac quire the life skill of sewing I want our students to ap preciate what they have in their lives and cherish the freedoms and opportunities we all have They are proud of their commitment know ing they are helping children to keep she said Calling themselves The Patchwork Patrol 15 stu dents stepped forward to de sign and quilt blankets for lessfortunate children They developed their slogan Patching the World Peace by and they meet be fore and after school and work at nights at home on their quilts The students have also spent time researching Rus sia and the more than orphaned children there Students are creating elec tronic presentations on facts about Russian orphanages communism the education system and traditions Russian student Ekateri na Mirnova currently at tending NBHS also talked to the students They learned so much from her She gave them a teenagers perspective of Rus Heyden said Ekaterina said her fellow students asked her about the driving age food and other customs Its made me appreciate my life and understand that many people do not have the opportunity to live the same type said sophomore Jessica Romero With a goal of making 25 quilts per semester the stu dents are just about ready to send their first shipment to Russia in late January with the help of Lutheran Social Services of the South which offers prospective parents opportunities to adopt chil dren from Russia A second shipment will be made in May Donations have been from Singer which gave a sewing machine The Warm Compa ny donated batting Granbys Quilts Millstream Cottons and Fabrics donated fabric and quilt squares and Seams Like Before donated sewing notions and fabric Without donations from these generous companies the Patchwork Patrol could not accomplish its goal according to Heyden Our needs are Heyden said describing how many students are ready to begin working on their sec ond quilt The students need warm fabrics flannel or bat ting fabrics designed for chil dren sewing notions nee dles quilting pins sewing scissors and a quilt ing frame Our ultimate dream is to have a sewing machine
