New Braunfels Herald-Zeitung (Newspaper) - June 1, 2000, New Braunfels, Texas Page 6A HBRALDZRITUNG Thursday June OPINIONS FORUM LETTERS HERALDZEITUNG New Braunfels Zeitung was founded 1852 New Braunfels Herald was founded 1890 The two papers merged in 1957 and printed in both German and English until 1958 Doug Toney Editor and Publisher Margaret Edmonson Managing Editor OTHER VIEWS BY THE ASSOCIATED PRESS Fort Worth StarTelegram on cable TV sex Parents who fully understand their responsibilities to and for their chil dren wont be upset by the Supreme Court ruling last week that struck down a federal law restricting sexually explicit cable programming to latenight hours Parents who want someone else to be responsible for what their children see or dont see on TV will hate it The First Amendments free speech principle comes into play in this case which will unquestionably set off those Americans who believe that the Founding Fathers would roll in their graves if they knew that indecent cable TV shows were protected speech Alas the Founders did realize that a free society is one that protects speech that many citizens might find offensive Adults who choose to view such programming as that offered by Playboys Adam Eve and AdulTVision channels have the right to do so That said the government does have a role to play in keeping such sights from young eyes The courts ruling boils down to finding the least restrictive means possible to keep sexually oriented material from children Cable companies that provide free and full block ing devices for subscribers who request them meet that test The signal bleed that can occur on the TV sets of cable subscribers who dont buy the explicit programming yet also dont request the blocking devices is something they will have to live with This means that the responsibility for what children watch falls where it belongs on the parents Subscriberbased cable programming according to the court is allowed a higher level of scrutiny when it comes to First Amendment protection than broadcast TV and radio which goes into every home in America that has a receiver for it Even some community newspaper publishers shudder at the idea that sexually explicit programming receives the same high level of First Amendment protection as their products But Justice Anthony Kennedy wrote in the majority opinion The citizen is entitled to seek out or reject certain ideas or influences without government interference or TODAY IN HISTORY BY THE ASSOCIATED PRESS Today is Thursday June 1 the 153rd day of 2000 There are 213 days party lever because there is often something about the candidates that will cause me to lean toward one or the other But when there is no clear difference I invariably vote for the Republican candidate because I am conserv ative I guess that makes me a Republican As such I am very disturbed to learn that my partys candidate for Guadalupe County Commissioner of Precinct 3 Jim Wolverton has declined to turn over his tax records to the elections office as his opponent has done People who aspire to public office must be willing to forfeit their right to privacy It is the whole person that voters must be able to judge if they are to determine his or her fit ness for public office Therefore if candi dates cannot agree to scrutiny of their per sonal business they should seek other pur suits just as people who cant stand the heat are well advised to work someplace other than the kitchen As Slick Willie and many others have painfully learned there is no pri vate life for public figures With these thoughts in mind I urge you Mr Wolverton to stop running from your opponent You are embarrassing our party Meet his challenge headon Release all of your tax records Show your opponent and your constituents exactly who you are what you do and most importantly that there is nothing in your life you are ashamed of or need to hide Unless and until you do your qualifications remain suspect and Republican or not it will be impossible for me to support you in the coming election Bill Hamm Schertz Senior center is set to open in Bulverde Dear Editor As Board President Of the
