presidents WASHINGTON AP President Clinton rates near the top for managing the economy and pursuing equal justice but dead last when measured for moral according to a ranking of presidents by 58 histo rians Overall among presidents Clinton comes across in the mid dle 21st out of 41 men who have occupied the Oval Office Two other presidents marked by scandal Richard Nixon and Warren Harding came in just above Clinton in the historians view of moral leadership The academics rated Abraham Lincoln Franklin D Roosevelt George Washington Theodore Roosevelt and Harry Truman as the best leaders overall in a survey conducted by the cable public affairs television network C SPAN Historians from across the polit ical spectrum rated the 41 men who have served in the White House on 10 qualities The acade mics were asked to rank presidents using a scale of one to 10 with 10 being very Clinton rates 20th in crisis lead ership 21st in international rela tions 21st in administrative skills 22nd in vision and 21st in perfor mance His high scores are in pursuing equal justice economic management 5th and public per suasion his low scores were in congressional relations 36th and moral authority President Clinton came into office with a threepart strategy for the economy fiscal discipline investing in people and opening markets abroad to benefit American White House spokesman Joel Johnson said Monday Asked specifically about the presidents moral ranking Johnson said time will tell Rated worst overall as leaders were William Henry Harrison Warren G Harding Franklin Pierce Andrew Ranking a leader A recent survey asked historians to rate each president on 10 qualities of leadership Overall President Clinton ranked 21st out of 41 Clinton was dead last however In the moral authority category Heres Shelton was born to Charlie Shelton and Lizzie Durbin in Union County Kentucky on May 1 1913 He married Mary Bridges Shelton and retired from the United States Air Force as a Squad Leader Mr Shelton was a member of the American Legion Post 35 of New Braunfels and he served in the Air Force during WWII Survivors include his wife Mary Shelton of New Braunfels sons Robert L Rupp and wife Kristi of San Antonio and Donald D Rupp and wife Doris of San Antonio niece Mary Dees of New Braunfels 3 grandsons and 4 greatgrandchildren sister Mary Ann Caudill of Sturgis Kentucky and numerous nieces and
