destroyed homebuilder Harold Holigans house on the day after Christmas in 1990 he spent four months rebuilding it Now he faces the same painful task again this year A fire destroyed the squarefoot home on Christmas Eve It was like coming to a said Holigan who saw the charred home for the first time late Thursday after being summoned back from a holiday gathering in Puxico with his wife Hermina and 17year old daughter Sarah It was a total Holigan said Winter Texans throw Christmas party for children McALLEN For the seventh year in a row Winter Texans have thrown a Christmas party for Mexican children living along the Rio Grande Carlos Estanislado 7 heard his friends yelling Santa is here on Thursday just before they started to dash into the main street of Nuevo Progreso a town of people on the Mexican side of the border It was all part of the annual i Arnigos deles Nftjos Mexico Christmas party Santa Claus and Mrs Claus smiled and threw candies at the excited children as a burro instead of the traditional reindeer pulled their carriage As many as children rushed into the streets to see Santa at the Christmas bash Kenaf might be new cash crop HOUSTON At a factory on the east side of Houston a processing plant is up and running part of an attempt to turn a cousin of cotton and okra into a cash crop Using equipment that borrows heavily from cotton gins the Petroexx company is turning the weedlike stalks of kenaf into an absorbent used for soaking up oil spills and an additive to mix with the mud used in drilling oil and gas wells Only 25 pounds of the companys Kenaf 2000 brand absorbent will soak up a 42gallon barrel of crude oil it says compared with 67 pounds of peat or 665 pounds of claybased absorbent Target markets in addition to offshore cleanup are wellheads compressor stations and refineries Thousands of needy enjoy hot meals at annual feasts SAN ANTONIO AP Thousands of needy people in two of Texas largest cities received hot meals courtesy of hundreds of volunteers who spent Christmas Eve working for others In San Antonio needy people received a free meal at the Convention Center at the fifth annual Feast of Sharing dinner sponsored by HEB Mike De La Garza HEBs vice president for public affairs and communications said this underscores the issue of hunger in the He added that the need for friendship is just as universal as the issue of hunger Recently Moved Getting Married New Baby Give us a call Justice Department puts focus on immigration crime HOUSTON AP focus of the war on Chronicle reoorted HOUSTON AP The focus of the war on drugs in Texas will be on immigration crime in 1598 an acting attorney said Attorney James DeAtley said the i Department of Justice will add 3D prosecutors in the judicial districts along the southwest border to handle increased numbers of immigration cases Some of those positions will likely be added in the Soutjiehi District of Texas which includes offices in Houston Corpus Christ Brownsville Laredo and Victoria the Houston reported The Sputhern District of Texas is the fifth largest geographic area in the country One of the primary goals of the increase in attorneys is to build cases against corrupt border patrol and immigration agents who may turn a blind eye toward illegal immigration for a price Two prosecutors will be designated to handle immigration cases in the border offices DeAtley said A supervisor responsible for handling only immigration crimes will be named next year Congressional and public concern over the illegal immigration and drugs have prompted the action Two years ago the Southwest Border Initiatives a coalition of law enforcement in South Texas Southern California Arizona and New Mexico began cracking down on illegal drugs and immigration in tandem to prevent problemsfrom moving from one border area to another And new laws that took effect last year coupled with the Immigration and Reform Act of 1996 arc expected to have a deterrent effect on illegal immigrants who reenter the United States after having been deported Drug smugglers have used the samp pathways across the border that illegal immigrants forged decades ago With the increased numbers of federal agents patrolling the borders in an immigration crackdown DeAtley expects to see a corresponding increase in drug cases and public corruption investigations In new approach churches helping poor families one by one By LAURA MECKLER Associated Press Writer Tammy Spencer was out of jail and off drugs Sandra Padron was away from gangs and her exboyfriends regular beatings But neither woman had pulled her life together not yet Both were still on welfare not sure how to find good housing get a job or stay away from trouble Then local churches stepped in matching each woman with a team of volunteers Theyre like a crutch to hold Spencer said Ive never had anybody encourage me to do Aiding the poor is nothing new for Americas churches which have historically been there with hot meals clothing drives and homeless shelters But now in pockets around the country churches are adopting a new approach Theyre acting as mentors helping the poor find and keep jobs arrange day care budget their money and keep their fragile lives together Were asking them to look at the total person where in the past they were just helping for Thanksgiving or maybe said the Rev Ronald Moore field coordinator for Faith and Families in Mississippi which has matched support and practical solutions to everyday problems They hear about job openings and know who can fix a brokendown car Soup kitchens and clothing drives still far outnumber mentoring programs but this sort of onetoone assistance is catching on Disaster relief tab hits billion in 1997 WASHINGTON AP Storms tornadoes and floods cost the federal government more than billion this year in disaster relief but that was a bargain compared with previous years The most expensive 1997 disaster was spring flooding in the Upper Midwest costing million By contrast the j Federal Emergency Management Agency spent billion on the 1994 Northridge earthquake in southern California and billion on Hurricane Andrew in 1992 Last year FEMA spent billion total While we were very lucky to have escaped the immense destruction of the past few Atlantic hurricane seasons American taxpayers still are faced with yet another year of unacceptable disaster FEMA Director James Lee Witt said in a statement Three disasters accounted for more than billion of the agencys spending this year the Red River Valley floods that hit Minnesota and the Dakotas in early April severs winter storms that hit Western states in January and flooding in the Ohio River Valley in March MAZDA NISSAN TOYOTA SUBARU WINTER SPECIAL
