Some of us work nights and sleep days. This have always been a quiet, well-tended area until recently. A new family with young adult children moved into our neighborhood. One of them wants to be a drummer and practices constantly. To be honest, he has no talent. On weekends, his friends practice with him. They are just as bad. One of them thinks he’s a singer. I’ve heard mating cats that sounded better. Between this would-be drummer, the truly bad singer and the loud amps, our weekends have Hummel become nightmares. It’s not that we don’t like modem music. Our son plays the drum with a group, our nephew plays keyboards and sings with a professional group. We have asked them to tone it down, or to simply give us a break now and then. You can’t believe the rude answers we have received. At one point, I was told that I could allays move. Recently, one of the neighbors was injured at work and suffered a heart attack during surgery. His doctor ordered complete bed rest and no stress. Because of the noise, this is impossible. The parents of the drummer refuse to acknowledge that there is a problem. Other than committing mayhem, what can we do to restore peace and quiet? Please advise before someone loses control. Desperate Neighbors in L. A. Investing in earplugs might bring some relief, and sound* proofing your homes could be another option. Also consider sound-absorbing drapes with acoustical lining, double-glazed windows or storm windows, upholstered walls and wood paneling with insulation between the paneling and walls. Most cities have. noise ordinances. Show a copy of the ordinance to your neighbors. (Noise can he measured with a device called a “decibel meter,” which is available in some electronics stores or through specialty catalogs.) Currently the Hummel Museum has a staff of four and has about SO volunteers. “I am going to have a volunteer meeting on Oct. 21,” Schaeffer said. “One of the volunteers will call the persons and invite them. The number of young adults served by Teen Connection to date in ’97 has jumped to more than 400, Barrington said, evidence of a growing number of youths in need of help. “More people are in tune to us (Teen Connection) and what we offer,” said Barrington, "but there are more people moving into the community and bringing more social problems with them.” The increase in abuse of children and teens in New Braunfels can be partially attributed to a rise in countywide population and increased awareness of services available, but family abuse problems are occurring more frequently. “These are verifiable cases," said Barrington. “The problem is increasing.” Control issues, such as loss of control over a child, can cause parents to become frustrated and erupt into violence, according to Peter Olsen, Texas Education Foundation counselor for Job Corps. Domestic abuse occurs between parents and kids because they care about each other, said Olsen. But just because a parent says “I love you” does not mean he or she cannot and will not hurt the child. “It has been my observation that you hurt the ones you love the most,” said Olsen. The Texas Family Code defines family violence as an act by a member of a family or household against another member that is intended to result in physical harm, bodily injury, assauk or a threat that reasonably places the member in fear of imminent physical harm. The law excludes the reasonable discipline of a child and defines abuse as physical injury that results in substantial harm or genuine threat, sexual contact, intercourse or conduct or encouraging the child to engage in sexual conduct. New Braunfels police officer Martin Mayer has been dispatched to several domestic abuse calls during his 18 years of service. He said children and teens were often pawns in a game between the parents, who used the children in a manipulative fashion to “get back” at each other. Other familiar scenarios include a teen, usually a son, trying to protect his mother from abuse by her husband or boyfriend.
