DENISE DZIUK Staff Writer New Braunfels Independent School District board of trustees can consider a tax rate increase of cents or less after a vote taken Tues day but residents still should get a smaller tax bill this year The first step in the process of approving a tax rate for funding a school district budget is to set the maximum rate a district will consid er The NBISD board set that rate at Tuesday night Thats the maximum they can pass on the 16th of said NBISD assistant superintendent of finance Lonnie Curtis They can go lower but they cant go Curtis said the proposed rate broke down into a maintenance and opera tions tax rate of an 8cent increase over last year and a debt service rate of cents a decrease of cents The increase in the maintenance and rate is due to less state money as well as the drop in the values due to the added homestead exemptions the mandated pay increases for teachers and so Curtis said Last month the board approved the 19971998 budget with expen ditures Senior Citizens Center discovered Monday morning that two of the cen ters vans were vandalized for the sec ond time in about two weeks Someone broke five windows to the centers 1996 Dodge Ram van and The finals for the Songs For the Father contest will be to Virginia Garden Saturday at the Schlitterbahn Waterpark wave pool stage The public is invited to the performance of the top 10 songs and the announcement of the winners Entry to the event is free with park admission entries received from amateur songwrit ers The songs were judged based on Christian message lyrics music pre sentation originality and judges gener al impression The field was narrowed to 10 finalists and Garden made the cut This year the quality of the entries was phenomenal and what well see at the finals will reflect said KSLR operations manager Dave Gordon Garden won a spot in the finals with a song entitled Whatever It She said the song was about different people with problems asking for the Lords help She said each person was willing to move forward and would do whatever it Garden said she wrote the song when she was 13 years old At the time her older sister was entering college and the first verse of the song is about her and the new life she was facing Garden said the last verse actually was about herself because she was looking for direction in her own life Thats why I write the she said Theyre like a direction for Garden said she entered the songs thinking she would make contacts and gain exposure She wasnt expecting to make the finals However now that shes there shes ready to sing Saturday Turn to Singer Page 2A The city of New Braunfels will receive to help pay for a new terminal building at the New Braunfels Municipal Airport state transportation commissioners decid ed last week The money was part of a million package the Texas Trans portation Commission approved Thursday in Austin to pay for 30 general aviation improvement pro jects at airports statewide Darrell Phillips city airport man ager said the money would pay for design development of a terminal building scheduled for completion in 1999 Phillips said he applied for the money last year after hearing Texas Department of Transportations announcement for a terminal devel opment program to assist airports The entire terminal building pro ject is estimated at which will come from the airport enter prise fund That fund currently has which comes from rental income an agricultural lease 1 percent of the gross on all commercial activi ties and a 7cent fuel flowage fee We definitely need the Phillips said We do not have a terminal at this time It will pro vide a nice terminal for sen The terminal project includes A temporary office building for Phillips and fuel and oil service both air craft maintenance and repairs two hangars for storage and tiedowns for more than 40 aircraft Parking spaces allow for a total of 123 vehicles The National Weather Service built a station on the airport that services the South and Centra Texas region The airport is the primary facility for business aircraft from New Braunfels and Seguin and also serves train ing flights from San Antonio and Bexar County The airport captured to percent of the San Antonio Metropolitan Statistical Area business including corporate uses by WalMart Distribution Center Glastron Manufacturing West Point Pepperell Textile Factories and Outlet Mall ADM General Portland Parker Brothers 3M each from the New Braunfels area and Holly Farms Motorola and SMI Inc from Seguin according to a 1985 Texas Aeronautics Commission Study source New Braunfels Airport Master Plan 1990 lowcost fuel service 24 hours per day with a credit card machine Currently Brauntex Aviation owned by Bayliss Harriss is the only fuel supplier at the airport In all the terminal project could generate as much as in profit the first year That money would be returned to the airport enterprise fund city officials said The
