Zaffirini spends day as governor of Texas By DAVID DEKUNDER Staff Writer AUSTIN — As the Senate gallery stood and cheered, Gov. Judith Zaffirini delivered her inaugural address after she was sworn in by state Supreme Court Justice Rose Spector. Gov. Zaffirini? No, Zaffirini has not given up her state senatorial seat to become the state’s chief executive officer. The 51-year-old Laredo Democrat was honored during Governor for a Day ceremonies at the state capitol on Saturday afternoon by Senate colleagues, family, friends and constituents from the senator’s 19-county district. Zaffirini, who represents part of Comal County, told school children who came from as far away as Laredo that if she could be governor for a day they could aspire to bigger dreams. “If I can do this, be governor for a day, then you can be governor for four years at a time,” Zaffirini said. Zaffirini, who has served in the Senate for IO years, was elected President Pro Tempore of the Texas Senate on Jan. 14 by her colleagues. Zaffirini is third in line behind Gov. George W. Bush, right behind Lt. Gov. Bob Bullock. She serves as governor if the governor and the lieutenant governor are out of the state. The ceremonies in the Texas Senate Chamber were held with great fanfare as high school bands and the University of Texas Longhorn Band played. The ceremonies started when the Governor’s Escort Committee of Texas Senators took their seats one by one to the left of the Senate ‘Confused heart’ needs to sort out feelings DEAR ABBY: When you told “Confused Heart,” “When in doubt, don’t,” and “ ... the sooner you set her free, the sooner she can begin healing so she can look for someone who will love her,” you jumped to the conclusion that what he was experiencing was not love. if he has not had examples of loving relationships in his life, as his letter indicates, he may need to work through his feelings with a therapist, alone or as a couple. But I’d hate to see him throw away a three-year relationship because of your advice. I have not known a single person contemplating marriage who hasn’t experienced doubt, or wondered if the grass wasn’t greener with another person. My advice to “Confused” would be to find a therapist and work out his feelings about love, commitment and relationships. If his current relationship does not work out, he’ll have a much clearer idea of what he is looking for in a mate the next time around. And who knows, his girlfriend may just be the “right” one after all. NO LONGER CONFUSED THANKS TO THERAPY DEAR NO LONGER CONFUSED: I received a bushel of well-reasoned responses to the letter from “Confused Heart in Manhattan," the majority from readers who endorsed my answer. But I agree with you; counseling could be very helpful to that doubt-ridden young man. DEAR ABBY: I was in a relationship like “Confused Heart’s.” I ended up dating a man for 13 years. He was too afraid of losing me to let me go, but all the while he never gave himself fully to me because he was always wondering what else was out there. Finally, I left him. My advice: If, after three years of dating, you still have a difficult time picturing yourself with your friend for the rest of your life — if it is not how you imagined things should be — get out. To stay is simply leading your girlfriend on and giving her false hope. To jump into marriage at this point with all your doubts would surely make you another divorce statistic. Then under the swords of the Texas A&M University Ross Volunteers honor guard, Zaffirini, flanked by her husband Carlos and 15-year-old son, Carlos Jr., walked to the Senate rostrum. Mafias Garcia, a former choir director for the Laredo Independent School District magnet arts school, sang the national anthem with the intensity of an opera singer. In her speech, Zaffirini spoke about the issues she has championed in the state Senate — education, children and families. She said the youth are th^fu ture of the state. “We need to listen to them and understand their problems,” she said. “It is for them we work the hardest in the legislature. I want to ensure that every Texas student has as much access as possible to the best education, including higher education. Education is the key to our future.” Zaffirini, the first Hispanic woman to serve in the Senate, is also the first Hispanic woman and only the fifth woman to serve as Governor for a Day. She is the second Laredo native to be given the honor of Governor for a Day. The late state Senator Abraham “Chick” Kazen was Governor for a Day in 1959. Kazen later served in the U.S. Congress. The late congressman’s grandson, David Kazen, was named Goodwill Ambassador for the Day by Zaffirini. Zaffirini is David Kazen’s godmother. It was Royal’s daughter, Marian who married Abraham “Chick” Kazen, III, son of the late congressman, in the 1960s. Royal knew Zaffirini because both Marian and the senator were undergraduates at UT in the mid-1960s. Both followed their husbands to Austin, who were students at UT Law School. Royal told the audience how the young friends would come to his house and watch television late at night while he and his wife, Edith, were ready to go to bed. Royal said he had known the senator since she was a young teenage girl who came from Laredo to attend school at UT. “I have watched her grow from an 18-year-old bride to now,” Royal said. “She is what President (Lyndon) Johnson would refer to as a can-do person. I have great confidence that whenever Judy votes she has the best interests of the state and the nation at heart.” The other two female state senators, Sens. Jane Nelson of Flower Mound and Florence Shapiro of Plano, gave ringing praises for their esteemed colleague. Nelson serves as vice-chairwoman of the Health and Human Services Committee. Zaffirini is chairwoman of the committee. “From my first day in the Texas Senate I found out that she was a source of guidance and inspiration,” Nelson said. “We have shared a friendship in the exclusive sorority of Texas female senators. I would point out to my five daughters who are here to see Gov. Zaffirini that she is a woman they should emulate.” Shapiro said Zaffirini has “a respect for kindness and humanity.” Representative Leticia Van de Putte of San Antonio compared Zaffirini to that of a caring godmother. “She is the la madrina (godmother) of all Texas children,” she said. “Because of her strong beliefs in God and family ... she has used her creative gifts to mother all Texas children.
