That action, which had been opposed by the Texas attorney general’s office, halted Lockhart’s scheduled lethal injection for killing a Beaumont police officer in 1988. The restraints were ordered after Lockhart tried to escape the j courthouse by diving through a third-floor closed window. Union spokesman Wally Pins said the 18-member board hoped to finish a final draft of demands by Friday. “This is really it," Pins said. “The pilots have spoken and overwhelmingly have said that we want several changes or we will strike."
