or judged unimportant in the days after the assassination as happened at other Dallas stations The film was generally thought to have been destroyed but finally surfaced this month Only a fraction of it has ever been shown publicly The blackandwhite clips do not show the presi dents motorcade under rifle fire in Dealey Plaza on Nov and offer no obvious evidence toward settling the cases many controversies But the film contains unique scenes before and after the assassination and represents an important addition to the historical record according to the few authorities who have viewed it Among the newly discovered moving pictures the moment at Love Field when a beaming president and first lady holding hands approach their opentopped limousine for the ride through downtown Dallas the stunned chaos as attention focused on the Texas School Book Depository the immediate surge to find an assassin in the railroad yard behind the grassy knoll and Vice President Johnson leaving the hospital after the president had been pronounced dead The film was nearly destroyed in a house fire a year ago Several members of the MidTexas Symphony Guild were also guests as the committee welcomed Houston Ship Channel HOUSTON AP The Texas General Land Office will expedite the formation of a Vessel Safety Task Force following Buffalo Marine Ser vice second spill in about two months a spokesman said Bob Mann a spokesman for the General Land Offices oil spill pre vention and response division said Monday that the task force had been on the drawing board But Sunday nights spill means its going to be stepped up even The task force will study inspec tions the loading of vessels whether barges should be retired automatically at a certain age and other issues Members will include representa tives from the Coast Guard Environ mental Protection Agency industry and government he said The Buffalo 286 barge buckled in the Houston Ship Channel north of Galveston and east of Clear Lake said Coast Guard Lt Emile Benard Although the vessel carried about gallons of intermediate fuel oil only one or two of 12 tanks rup tured Benard said Each tank holds barrels roughly gal lons By late Monday it was still unknown how much had spilled The Coast Guard said the spill was mostly contained by late Monday after noon and was expected to be cleaned up with little damage to the environ ment The damaged 27yearold barge is owned by Houstonbased Buffalo Marine Two months ago a 275foot barge belonging to the same company similarly buckled and spilled more than barrels of fuel oil into Galveston Bay The oil which has roughly the con sistency of chocolate syrup and can take weeks to dissipate was estimated to be spread over an area three miles long and a halfmile wide The Buffalo 286 barge was out bound on the ship channel headed to Port Arthur when the accident occurred Immediately afterward the barge was able to reach a port about five miles away where it was encircled with protective
