New Braunfels Herald Zeitung (Newspaper) - April 17, 1996, New Braunfels, Texas Stop Child Abuse CASA Speaks Up For Abused Children Scott was an abused child. At age four Scott was removed from his home and placed in foster care after his father was sentenced to three years in prison for severe injury to a child. Scott ended up in our child welfare system - an overburdened and underfunded network of lawyers, social workers and judges. No one has the time to pay close attention to Scott and his need for a safe, permanent home. More than likely, Scott will remain adrift in foster care for months, even years. That's where CASA can help. CASAs are Court Appointed Special Advocates - trained community volunteers appointed by a judge to speak up for abused and neglected children in court. CASA volunteers are carefully screened and receive 40 hours of training prior to being sworn in by the district court. Their responsibility is to collect information, interview all parties in the case and make recommendations to the court for the child’s permanent placement. Because they are independent and not concerned with caseloads and financial constraints, CASA volunteers make things happen. They can help secure a safe, permanent home for the child more quickly. And, because CASA children spend less time in foster care, the program also saves the state money. CASA of Central Texas has been training advocates and serving children in Coma), Hays and Caldwell counties since 1986. The program relies on state and federal fonding, as well as individual contributions and fundraising events. Its current fundraiser, Casas for CASA, is a playhouse raffle which will raise fonds to train more community volunteers to do this vital child advocacy work. Local builders have donated their time and talent to build three original children's playhouses which are on display in the New Braunfels H.B.B. store. Raffle tickets are being sold for $2 each The drawing for the playhouse winners will be on April 22. Unfortunately, less than 25% of Texas children who need one have a CASA volunteer. A child with a CASA spent an average of only 17 months in the foster care system.
