New Braunfels Herald Zeitung (Newspaper) - March 31, 1996, New Braunfels, Texas • 2 A □ Herald-Zeitung □ Sunday, March 31,1996 I ’I Commissioners Court Actions The following actions were taken by the Comal County Commissioners Court on March 28,1996: ■ Approved claims. ■ Approved amendment to Plat, Whispering Hills, combining Lots 91 and 92 into Lot 91R. ■ Acknowledged a new hire for the Sheriffs Department and a new Juvenile Probation Officer and authorized the County Judge to sign the new hire checklists and job descriptions as appropriate. ■ Approved the private street name assignments of Estrellita Ranch Road and Thunder Canyon Road. However, there was some question regarding the fact that both names exceed the maximum letters per name. ■ Opened proposals for Law Enforcement and Public Officials Liability Insurance. ■ Directed the Environmental Health Department to issue permit to construct for on-site sewerage facility for pending vacate and replat of Lots 37, 38,39 and 40, Canyon Springs Resort, Unit 3. ■ Approved Facilities Use Agreement with the Canyon Lake Little league for the temporary use of County property adjacent to the Justice of the Peace, Precinct No. 4 in Sattler, TX and authorized County Judge to sign. This area will be used until a park is completed in the area. ■ Approved amendment to the Law Engineering, Inc. proposal for the Faust Street Bridge engineering study and authorized the County Judge to execute said agreement. ■ Accepted a donation of $41 to Dare Program from Mr. Jerry Kimble.    ' ■ Authorize the use of the parking lot located behind the Old Comal County Courthouse for Youth ArtBeat ‘96. ■ Considered draft of Interlocal Agreement by and between Comal County and the Fresh Water District #1 and approved Resolution #96-13 authorizing and supporting the submission of a grant application to the Texas Department of Housing and Community Affairs for a water supply enhancement project and authorized a designated representative to act as the County’s Executive Officer and authorized representative in all matters pertaining to the County’s participation in the Community Development Program and authorized County Judge to sign. ■ Adopted Resolution #96-14 requesting a reduction in speed limit along U.S. Highway 281 within Comal County from the Blanco County line to the Guadalupe River. ■ Adopt Proclamation to proclaim April 1996 as “Child Abuse Prevention Month.” ■ Approved 1995 year end line item transfers to adjust negative balances. ■ Went into executive session as authorized by Section 551.076 of the Local Government Code, concerning security devices and concerning security for the Comal Appraisal District offices. Obituary Victor William Burton Victor William Burton of New Braunfels passed away Friday, March 29, at New Braunfels at the age of ll years. He was bom Feb. 17, 1919, in Kearny, NJ. to Edward Burton and Mary (Daly) Burton. He married Eleanor Hauck Oct. 4, ,1945, in Pittsburgh, Pa. Mr. Burton was a retired director of purchasing for John Brown Engineering Ltd., previously known as Crawford & Russell Engineering Co., and was a member of Sts. Peter & Paul Catholic Church. He served in the U.S. Army during World War II. Mr. Burton was a member of the Knights of Columbus and the Turtles. He is survived by his wife, Eleanor Burton of New Braunfels; daughter Genevieve “Bonnie” Burton of New Braunfels, and many nieces and nephews. Mr. Burton was preceded in death by a son, Victor W. Burton Jr. in 1990. 'cr. Negotiators announced Friday an agreement to form an international committee to help manage the air in what will be called the Paseo del Norte airshed. The agreement is the first between the United States and Mexico to share an air-pollution reduction plan for a border area, officials said. “I think it’s finally reached the point where we are gong to be doing something, we’re going to be able to work directly with Mexico,” said Jesus Reynosos, air quality director at the El Paso city-county health department. The accord would be formalized by an exchange of diplomatic notes, possibly within the next month, Reynosos said. Top environmental and foreign affairs officials of both countries are to sign the agreement during an international conference May 6-7 in Mexico City. Under the agreement, if money is earmarked for El Paso but would be better spent in Juarez, the committee would make that recommendation to the federal agency providing the funds. The U.S. Environmental Protection Agency has classified El Paso as a “non-attainment zone,” meaning that it exceeds federal limits for pollution.
