Helicopter rotor blades distantly chattered on Tuesday as the voice of a base station dispatcher was heard over the loud speaker, asking for agent Jefferson Barr, who died Friday in a late-night shootout with suspected drug smugglers, to respond. Three times she called, “Echo 630,< RAK 921,” but each time there was no answer to the safety check. “Agent Jefferson Barr,” the dispatcher concluded in a wavering voice, “has completed his tour of duty.” With that, two green and white Border Patrol helicopters came in hard and low from the east, and one chopper veered from the formation to commemorate the “missing man.” Uncertain Future of Federal Program Concerns Texas Farmers QUANAH, Texas (AP) — Wheat farmer Butch Tabor traded his plow-and-planting routine for grass management back in the ’80s when the government offered a pay out program for land that could easily erode. He was far from alone. The federal Conservation Reserve Program enrolled 50,712 acres in Hardeman County, where Tabor still farms around Quanah, and 4.1 million acres across the state. Texans signed 19,762 CRP contracts obligating them to plant grass instead of crops on fields prone to erosion. Those lCbyear contracts, some of which expire this year, paid an average $39.50 “rent” per acre. But the current budget standoff in Washington gives no indication what will become of a program lauded for its benefits to air and water quality, wildlife and the financial solvency of some farmers. Walnut 625-3477 South Plains Cotton Growers Disappointed With Boll Weevil Vote LUBBOCK, Texas (AP) — High Plains cotton growers are disappointed in Rio Grande Valley farmers’ decision to kill its boll weevil eradication program. “I think the general reaction is one of disappointment that producers in the Valley have made this decision,” said Roger Haldenby of Plains Cotton Growers Inc. “But there’s also resolve and determination that it won’t be allowed to impact the operation of the enhanced boll weevil program in this area. The future of High Plains cotton kind of pivots on removing the boll weevil,” he said. Cotton producers in the far southern tip of the state voted overwhelmingly Monday to kill the Boll Weevil Eradication Foundation program, which began last spring at a cost of $8.9 million. They blame the pesticide program for the Valley’s meager 1995 cotton crop of about 54,000 bales, down more than 250,000 bales from the year before. Nearly 1,000 Texas deadbeaf parents were put on notice Tuesday by Attorney General Dan Morales that they could lose their state-issued licenses because child support is way overdue. “We want to create an impression they can’t get away with it,” Morales said. “This probably is the most effective thing we can do.” The 928 suspension cases filed Tuesday represented nearly $8.9 million in delinquent payments.
