Authorities say a Shell Pipe Line Cor poration tank explosion that killed two men and injured three others was caused by a welders torch The dead and injured were employ ees of an Odessa welding company under contract with Shell Oil to per form valve work a spokesman for the oil company said Brian Schaible a spokesman for the Texas Railroad Commission said the commissioner spoke to firefighters at the scene who indicated that oil was released from an 8to 10inch pipe and ignited during repairs Robert Leroy Muncy 40 of Odessa died at the scene Liberate Martinez 23 of Odessa died Friday night at University Medical Center in Lub bock according to a hospital spokes woman Martinez and Jimmie Jimenez 46 also of Odessa were airlifted to the University Medical Center bum unit after dangerous weapon WASHINGTON AP A billion defense budget became law today after President Clinton traded concern about higher military spending for what he said Was Republican agree ment to fund troops in Bosnia A key GOP lawmaker said today there was no such deal as yet With the cost of the Bosnia peace keeping mission rising to an estimated billion Clinton reluctantly accepted a defense spending bill that contains billion more than he wanted Clinton who was traveling in North em Ireland did not actually sign the bill Thursday Rather it became law auto matically as of today after a midnight veto deadline passed In accepting the spending bill Clin ton rejected the entreaties of liberal lawmakers and accepted the advice of congressional Republicans centrist Democrats and top military officers I made this decision because my administration has reached agreement with congressional leaders to provide funding out of the funds contained in this bill for the troop deployment and other efforts to secure peace in Clinton said in a statement But Rep Bob Livingston chairman of the House Appropriations Committee said today that no such agreement had been reached I think any request the president makes will be sent over here and well consider it but theres been no final Livingston told reporters He said some of the money for the Bosnia deployment might come from the defense bill but some might come from other sources he did not speci fy Funds in the defense bill have already been allocated for programs Congress considers important he said Livingston seemed less accommo dating than he did Thursday evening when he said If we need to find resources to fund Bosnia this bill gives us more latitude to do so without affect ing military Representing about a quarter of every taxpayers dollar the defense appropriations bill got swept up in broader budget battles as well as inter national politics Clintons Opposition to budget cuts that hurt domestic programs made it difficult for him to accept more defense spending At the same time his need for congressional support for the Bosnia deployment made it difficult for him to veto a bill that provided extra defense dollars I have expressed my strong con cerns that this legislation contains excessive spending for projects that are not currently needed for our Clinton said I will forward to Congress rescission legislation that would eliminate funding for those pro jects and I urge Congress to act on it We should spend no more than we need to at a time when we are deter mined to balance the Specifically Clinton is likely to seek to cut funding contained in the bill to begin expanding the B2 Stealth bomber fleet beyond the 20 aircraft already purchased or on order Clinton opposed the million item as the beginning of what could grow to a billion spending commitment Among other Republican additions to the bill are more than billion for two amphibious warships built in Pascagoula hometown of Sen Trent Lott the Senate Major ity Whip and a member of the Senate Armed Services Committee and million for 22 warplanes not requested by the Air Force or Navy Rep Bill Young chairman of the House Appropriations national security subcommittee defended the increases in the bill He said about half the total goes for nutsandbolts items such as salaries barracks improve ments and medical benefits Recounting a meeting in the White House state dining room earlier this week with congressional leaders Young said Sen Sam Nunn ranking Democrat on the Armed Ser vices Committee joined Republicans in
