Faust 629-lV/kSM Constable’s grievance hearing dismays visitor to commissioners courtroom Dear Editor, After attending the grievance hearing concerning Constable Jim Hanley’s salary denial for the calendar year 1996 held at commissioners court on Sept. 14, 1995, I’ve become more dismayed with our county’s government. 'Our county judge, Carter Casteel, presided over the panel of jurors (8 pf the normally 9 attended). During her opening statement to the jurors, i Constable Hanley, and his 60 to 65 J supporters, the judge remarked she had no vote in the process and after her opening comments she would only j answer questions from the panel, Mr. H&nley or the audience members. Well...contrary to her statement, the Honorable Casteel proceeded to make opposing comments nearly every time ,a positive statement or fact was made im support of increasing Hanley’s salary to match the increases given .three other constables in the county, y; It was quite obvious that she was ardently opposed to the salary increase .for Constable Hanley based solely on •his performance in the hot check collection process set up by our county attorney, Nathan Rheinlander. The county attorney pointed out that Constable Hanley’s precinct district had a minor problem with hot checks, which amounts to less than 3 percent of the total number of hot checks for the whole county. So the $2,250 from taxpayers in the Bulverde arca will be a windfall for the other 3 constables, giving them a $750 bonus so to speak, over what would have been an increase of 18.75 percent now becomes an increase of 25 percent at our constable’s expense. Don’t you just love our county government’s new math? Well, the way I see it...if the job performance of Constable Hanley is lacking, according to Judge Casteel and the commissioners, then maybe the voters of Comal County should evaluate and put under that same microscope the lackluster performance of their slow support of the recent issues concerning the western end of Comal County. Voters, wake up. Write your elected officials and let them know how you stand on this issue and let’s hold them accountable to their constituents and employers— you and I.    Thankyou, Michael T. Canning Bulverde Writer appalled that children would beat horse to death Dear Editor, In reference to your Friday, Sept. 22 publication, “Nine children beating a horse still think it’s funny”: Well, I for one DO NOT agree! As an animal lover I find this outrageous! Where do those nine sadistic children find humor in the beating and murder of an animal? Where were their parents? Why were these children set free without any type of punishment? I fear that the younger generation find this type of humor is terrifying. Are we allowing these children to get away with murder—or is the ‘90s type of law allowing this to happen? What makes nine children do such acts and the law and parents allow them to get away with such terroristic acts of violence? By letting these children go free without being punished, what type of message is this sending to them...that it is perfectly okay to do it again, and what if killing an innocent horse was not enoueh for them and the next time they are left alone and they create another murderous idea and take an innocent human life? Will the law look the other way again? What ever happened to moral values...are we now a society living without values?    ...
